11- <br />an independent contractor. There are no coal processing facilities located at the <br />mine site. The mine will be in existence until 2002 with an average annual pro- <br />duction of 795,555 tons and an estimated total production of 16,402,200 tons. <br />Tab 12 of the application describes the operation plan. It has been found to be <br />in compliance with Rules 2.05.2, 2.05.3(1), 2.05.3(2) and 4.01. <br />XV. EXPLOSIVES <br />The applicant has submitted a blasting plan detailing the types and approximate <br />amounts of explosives to be used, control of maximum peak particle velocity, the <br />blasting warning and site access control procedure, and the unavoidable hazardous <br />conditions for which deviations for the blasting schedule will be needed. The <br />applicant has submitted a plan for recording the required information for each <br />blast, and for submitting any pre-blast surveys to the Division. A copy of the <br />blasting schedule has been published in the local newspaper. <br />This section is in compliance with Rules 2.05.3(6)(a) and 4.08. <br />XVI. BACKFILLING AND GRADING <br />Rough backfilling and grading follow coal removal in the active pit. The plan, <br />found in Tab 12, p. 12-50 and Tab 13, p. 13-6, calls for completion of backfilling <br />and grading within 180 days after mining, not to exceed four spoil ridges behind <br />the active pit. To achieve approximate original contour, a field surveying technique <br />before final grading has been developed and is described on p. 12-58 of the application. <br />A delay in contemporaneous reclamation has been requested by Peabody Coal Company. <br />They must begin development in two other areas, Seneca II w and Toast, before the <br />leases expire. This will necessitate leaving one pit open (see Exhibit 12-1) for <br />nearly ten years, from I983 until 1994 when mining recommences. Peabody Coal Company <br />is planning to leave the pit in a "temporarily reclaimed state". The highwalls <br />will be blasted to a slope of 1.25:1.0. The coal seam will be covered by a minimum <br />of four feet of non-toxic material. Ramps will be installed fot wildlife and the <br />upper slopes will be seeded. All surface runoff will pass through sediment pond <br />004. Based on the available information, the Division approves the variance in <br />contemporaneous reclamation. <br />The backfilling and grading section is in compliance with Rules 2.05.3(6), <br />2.05.4(2)(a), 2.05.4(2)(c), 4.13 and 4.19. <br />XVII. COAL PROCESSING l9ASTE AND NON-COAL PROCESSING WASTE <br />Rules pertaining to coal processing waste are not applicable to the Seneca II mine. <br />No problems were identified relative to non-coal processing waste. <br />The operation is in compliance with Rules 2.05.3(8) and 2.05.9(2)(f). <br />XVIII. A1ZNE FACILITIES, SUPPORT FACILITIES <br />The mine facilities and support facilities sections of the permit application have <br />been reviewed and found to be in compliance with Rules 2.05.3(3) and 4.09 with the <br />
