<br />Wildlife. The operator has committed [o reestablishment ofcottonwoods and willows in <br />strategic locations to enhance wildlife habitat. <br />5. Objector No. 5 expressed concern over the operator's undefined effective date and <br />commencement dates of operations. <br />Response :The Mine Plan, Exhibit D indicates that the life of the operation is expected to be 10 <br />years and provides a timetable for various phases of the mining and reclamation plans. Mining in <br />[he Phase lA and lB areas is expected to occur over a period of two years or less. The proposed <br />date of commencement is mid-1999 and the proposed date of completion is 2010. <br />6. Objector No. 4 raised a concern that the reclamation plan should contain terms & conditions <br />that can accommodate the structures & facilities necessary for eventual use of the subject <br />property as a water storage facility. <br />Response :The reclamation plan incorporates adequate designs for creation of a 231 acre sealed <br />water storage reservoir. There are no restrictions in the mining and reclamation plan that would <br />preclude the installation of additional structures & facilities at a later date. <br />7. Objector No. 4 raised a concern that information contained in the Public Notice stating future <br />land uses of Developed Water Resources, Wildlife Habitat, and Recreation conflicts with the <br />information contained in item 10 of the application. Future land uses of Wildlife Habitat and <br />Recreation may be incompatible with the Developed Water Resource use. <br />Response :The reclamation plan is designed to create 231 acres of sealed water storage reservoir, <br />9l acres of wildlife habitat and open space (recreation}, and 27 acres available for industrial use. <br />The various uses are independent and do not overlap or conflict with one another. <br />8. Objector No. 5 raised The following issues which the Division does not believe are within the <br />jurisdiction of the Division or Board: <br />affect of operations on air quality <br />affect of operations on traffic patterns <br />affect of operations on quantity of traffic <br />affect of operations on value of owner's property <br />affect of operations on county infrastructure, ie: sewer system <br />9. Objector No. 4 raised the following issues which the Division does not believe are within the <br />jurisdiction of the Division or Board: <br />
