Page 3. Mined La• Reclamation Board. • <br /> i <br /> 6. We request that water-and-energy-conserving procedures be <br /> used during revegetation. We note that the sprinkler system <br /> used on the Turnpike Pit property has resulted in overwatering <br /> of adjacent residential lawns and gardens. <br /> �. We request the immediate planting of topsoil stockpiles which <br /> will be left in existence beyond one planting season to control <br /> their erosion by wind or water. <br /> 8. We ask that environmentally-safe planting and growing procedures <br /> be used which will preclude growth of Russian thistle or other <br /> noxious weeds . Our experience with the Turnpike Pit revegetation <br /> program provides proof that unless proper planting techniques <br /> are used carefully, grasses and weeds from adjacent property <br /> will invade neighboring lawns and gardens , to the detriment <br /> of those residential property owners. <br /> 9. Equine encephalitis is a disease which has occurred in Boulder <br /> County and is transmitted by mosquitoes to human beings , with <br /> undesirable consequences for the victims. The proposed <br /> reclamation plan includes several lakes covering a total of <br /> approximately 41.5 acres . Their nearness to heavily-populated <br /> residential areas could pose a health hazard should these lakes <br /> and associated marshy areas provide breeding areas for mosquitoes . <br /> Therefore , we request that the slope of the lakes for 10 feet <br /> below the water line be no less than 4:1 , and that the mosquito- <br /> larva-eating fish Gambusia a£finis be stocked annually in these <br /> lakes . The fish must be stocked annually because it does not <br /> reproduce well in such lakes . We ask that other environmentally- <br /> safe control measures be required if necessary. <br /> 10. The Flatiron Sand and Gravel Company has received Boulder <br /> County ' s permission to operate on the Deepe Farm site for a <br /> period of ? years (beginning Jan. 11 , 1982) or through the <br /> completion of the first two stages of mining, whichever comes <br /> first. Whether or not subsequent mining occurs will be <br /> determined by how the initial 7 years of mining affect nearby <br /> neighborhoods . Therefore , we request that the permit issued <br /> by the Mined Land Reclamation Board be so worded that should <br /> subsequent mining not be approved, prompt completion of <br /> reclamation will be required so that the land will be ready <br /> to become Open Space within 2 years of the expiration of the <br /> current Boulder County Special Use permit. <br /> We have been working with the relevant City and County <br /> Departments , the County Planning Commission, and the company for <br /> five months to define conditions which will permit us to retain the <br /> desirable characteristics of our residential areas and at the same <br /> time , make mining of the Deepe Farm site feasible for Flatiron Sand <br />
