<br />Section 1 - History <br />On February I5, 1991, the Honeywood Coal Company and Lillylands, Inc. submitted an <br />application for a coal mining and reclamation permit to conduct surface mining operations at the <br />Hamilton Mine at Naturita, Colorado. The application was approved on February ]0, 1992 and <br />will expire on February ]0, 1997. On December 22, 1992, the ownership of the mine was <br />transferred completely to the Honeywood Coal Company. <br />Mining operations commenced in March 1992 and continued through July 1993 when the mine's <br />contract with the Nucla Power Plant was not renewed. A decision by the Honeywood Coal <br />Company to cease mining operations and completely reclaim the mine was made in July 1993. <br />Reclamation efforts were completed in late December 1993. <br />One enforcement action was taken since the permit was issued. This was a notice of violation, <br />and [he description and status follows: <br />Notice of Violation C-93-139 <br />Issued October 4, 1993 The nature of [he violation was "Failure to republish and redistribute [he <br />blasting schedule by mail at least every twelve months." The operator was fined $350.00. The <br />violation was abated and terminated, after republication of the notice, on November 23, 1993. <br />Section II -Revisions to the Permit <br />Since the permit was issued, Honeywood Coal Company has submitted and a Division decision <br />has been made for the following revisions: <br />Minor Revision No. O1 was received on March 27, 1992. The revision moved the location of the <br />facilities area. <br />Minor Revision No. 02 was received on March 3l, 1992. The revision advised of changes to <br />Sediment Pond A due [o problems encountered during construction of [he pond. <br />Technical Revision No. 01 was received on May 8, 1992. The revision changed [he mining <br />operations plan and reduced the disturbed acreage. <br />Permit Revision No. OI was received on August 4, 1992. This revision added Mining Area 3 and <br />changed [he mining sequence to mine Area 3 prior to Area 2. The bond was increased to <br />$650,000.00 due to this revision. <br />Minor Revision No. 03 was received on April 1, 1993. The revision added a cover crop for the <br />topsoil piles. <br />
