The Mid-Term Review <br />The Edna Mine, C-80-001 <br />INTRODUCTION <br />This report fulfills the statutory and regulatory requirements of the Colorado <br />Surface Coal Mining Reclamation Act, 34-30-101, et seq., C.R.S. 1973 as <br />amended. Specifically Rules 2.06.2, 2.06.3, 2.Ob':5 and 2.06.7 require that <br />experimental practices, mountain top removal variances, any variances from <br />approximate original contour (AOC) and any variances from contemporaneous <br />reclamation be reviewed by the Division in the mid-term review process when <br />applicable. Rule 2.08.3 requires the Division to conduct a review of each <br />permit issued prior to its mid-term (2 1/2 years) period. Rule 3.02.2(4) <br />requires the Division to review the amount of the permit's bond and its terms <br />of acceptance every 2 1/2 years. <br />This mid-term review consisted of a detailed review of the Edna Mine, <br />Permit Application, the Findings Document dated January 14, 1987, previous <br />Mid-Term Reviews, Annual Hydrologic Reports, Revisions, Stipulations, et al. <br />to discover any problems, inconsistencies, trends or errors that may <br />detrimentally affect implementation of the approved mine plan. The Division <br />may require reasonable revisions or modifications of the permit's provisions <br />to ensure compliance with the Act and its Regulations. This document is <br />organized as follows: Section 1 details the pertinent history of mining <br />activities at the Edna Mine. Section II summarizes revisions to the permit <br />which have occurred in the past 2 1/2 years. Section III details the current <br />stipulations and their status. Section IV details the permit variances which <br />are currently in affect at the Edna Mine and Section V includes our decision <br />to require revision followed by a listing of the items which need to be <br />addressed. <br />
