Depi. of 1°_fUf ~~ !'.eJ~~~~.~•~ <br />Dear Mr. Campbell: <br />Pursuant to Section 103(6)1.6 of the Rules and Regulations of the <br />Colorado Mined Land Reclamation Board, Cotter Corporation submits herewith <br />a Notice of Temporary Cessation pertaining to operations at the JD-7 open <br />pit uranium mine in Montrose County. <br />Production at the above captioned mine is being temporarily suspended <br />due to adverse uranium market conditions and inflationary pressure on mining <br />costs. <br />Cotter will conduct routine surveillance and maintenance to ensure that <br />the mine remains in operational condition, that soil losses due to wind <br />and water erosion are minimized, and that site security inspections are <br />conducted. <br />Referring to Figure 1, attached hereto, the "as-built" contours of the <br />spoil pile indicate that the spoil pile is approximately 64 acres in size, <br />and that runoff from the watershed above the spoil material will flow as <br />depicted. A site inspection by a representative of Cotter's corporate office <br />on March 9, 1981 verified the unobstructed drainage of the watershed above <br />the mine. <br />During the period of non-production, if necessary, Cotter will control <br />wind and water erosion on the spoil pile by applying the chemical soil binder <br />(e.g. COHERE X, AEROSPRAY 70, NALCO 5820, Soilcrete, etc.) which, after testing, <br />is determined to be the most effective. The soil binder will be applied <br />to the top and side slopes of spoil pile by Cotter's Finn hydroseeder. This <br />equipment has been used at Cotter's Canon City Mill for the application of <br />NALCO 8820 to the 40 acres of old tailings located at that site.
