Fr .n: Jim Slover io: p3Nd Berry Dale: 523ti~ Time: ~I:i7:54 PM Pape 3 0/3
David Berry 3 May 23, 2001
Highwalls
Highwalls or steep slopes exist at the Roadside South Portals and Roadside Mine North
Portal areas. The DMG contends these highwalls present a fall hazard and a rockfall
hazard. PCC maintains these steep slopes are common features at coal mine Facilities
and surrounding areas. There are numerous steep slopes and vertical cliffs in the
surrounding area.
Mine Drainage
Underground mine drainage and disturbed area surface run-off flows into treatment ponds
at the South Portal. The DMG contends if the treatment ponds and systems are left
unmaintained they may breach resulting in untreated mine drainage reaching offsite areas.
Since PCC will continue to maintain the treatment ponds and systems, the DMG's failure
scenario is flawed and therefore invalid.
Summary
PCC continues to maintain its DMG permit in good standing and on the ground
compliance is maintained. PCC works with the local DMG inspector and performs
recommended maintenance. The sediment ponds, refuse piles and associated drainage
systems are inspected quarterly by a registered professional engineer. Drainage features
are maintained as necessary. The mine dewatering system is inspected weekly. PCC has
demonstrated its commitment to protect the environment in the past and will continue its
exemplar environmental stewardship in the future.
Sincerely,
J. E. Stover, P,E.
Consulting Engineer
