In accordance with the <br />principles of this Agreement and to effectuate the purpose <br />of not requiring existing residents of the Governmental <br />Entities to subsidize the construction or operation of the <br />Project and of not requiring the existing residents of the <br />Governmental Entities to incur increased fees, taxes or <br />mill levies to subsidize construction or operation of the <br />Project, Western-Utah and Deseret, through Western-Utah, <br />agree to be bound by the provisions of this Article with <br />respect to operating revenues and expenditures of the <br />Governmental Entities that are signatories to this <br />Agreement. <br />4.2 Within thirty (30) days from the date of <br />execution of this Agreement, representatives of each <br />Governmental Entity that is a signatory to this Agree- <br />ment shall meet with representatives of Western-Utah to <br />complete and agree upon an analysis of the 1981 "base- <br />.. .• line" budget of that Entity, which shall assume no im- <br />pact on that Entity in 1981 from the Project. <br />4.3 In the fall of 1981, but no later than <br />September 30, 1981, and in each subsequent year, the <br />1981 baseline budget for each Governmental Entity shall <br />be adjusted for inflation and to take account of in- <br />creased population growth anticipated in the following <br />year, provided, however, that any population growth <br />reasonably and accurately attributable to project-zelated <br />population and to any other post-1981 project employing, <br />directly or indirectly, more than fifty (50) persons shall <br />not be included in such analysis, which shall be referred <br />to herein as the "adjusted baseline budget" and which <br />shall be used, as set forth in paragraphs 9.5 and 9.6 of <br />
