<br />- 13 - <br />by multiplying the number of project-related employees <br />by .60, in 1983 by multiplying the number of project- <br />related employees by .70, in 1984 ,by multiplying the <br />number of project-related employees by .80, and in 1985 <br />and all subsequent years by multiplying the number of <br />project-related employees by .85, provided, however, that <br />in 1985 and subsequent years, the Governmental Entities <br />or Western-Utah may request that, as part of the monitor- <br />ing program more fully described in Article VI of this <br />Agreement, an attempt be made to determine whether the <br />.85 factor accurately reflects the induced worker popu- <br />lation; and provided further that, if pursuant to this <br />procedure, the .85 factor is found not to reflect ac- <br />curately the induced worker population, it shall be <br />adjusted in accordance with the findings of the monitor- <br />ing program. <br />1.4 For purposes of this Agreement, "project- <br />•• related population" shall mean the sum of the number of <br />project-related employees, as computed in accordance <br />with paragraph 1.2 of this Agreement, and the number of <br />induced workers, as computed in accordance with para- <br />graph 1.3 of this Agreement. <br />1.5 The term "adjusted for inflation" shall mean, <br />in the case of payments referred to in this Agreement, <br />that such payments, when due, shall be escalated or de- <br />escalated in accordance with the cumulative change in <br />the National Consumer Price Index, excluding home pur- <br />chase and finance costs, published by the Bureau of <br />Labor Standards, between the second quarter of 1981 (or <br />such other date as shall be specifically identified in <br />this Agreement) and such time as the payment shall be- <br />come due and payable. <br />
