That based on the fencing and warning signs posted there- <br />on which have been installed by the applicant between the quarry opera- <br />tiori and the surrounding public parks, this Board finds that reasonable <br />safety precautions exist to keep the public out of the quarry area. <br />5. That based on the blasting conducted by the applicant <br />oven the past five years, and especially the experimental shot which con- <br />tained Ten Thousand, Four Hundred, Fifty (10,450) pounds, this Board <br />finds that there is a high probability that no surrounding land use will <br />be adversely affected by any blasting at the quarry so long as each delay <br />doe:. not exceed Six Thousand (6,000) pounds, the maximum shot used by <br />the applicant. <br />6. That based on the drainage report prepared by Leonard Rice <br />n <br />Con:~ulting Engineers, Inc., the present drainage plan employed by the ap- <br />plicant is adequate for a few years to come, but in the future, the drain- <br />age will have to be modified in accordance with the Leonard Rice recom- <br />mendations. <br />7. That based on testimony presented by the applicant's wit- <br />nes::es, this Board finds that it is possible to reclaim the exposed benches <br />as mining is completed. <br />8. That the three benches at the elevations of 6,865 feet, <br />6,915 feet, and 7,025 feet can be seen from the eastern plains areas. <br />9. That Cooley's county application, site plans, a.nd state <br />requirements are in order. <br />10. That the ingress, egress, and haul route plans are in <br />compliance with state and county regulations. <br />11. That emergency access to and from the quarry is acceptable. <br />12. That the distance from the outer limit of the qua rry opera- <br />tion to the adjacent land boundaries is within the acceptable limits set <br />forth in the Jefferson County Zoning Resolution. <br />13. That there are no apparent historical, geological, or <br /> <br />archaeological sites present which would be jeopardized by the quarry <br />operation. <br />14. That measures taken to control wind erosion, fugitive <br />dust, airborne noise not due to blasting, airborne iioisc due to blasting <br />and ground motion due to blasting as indicated in the Cooley Gravel <br />Company reports are acceptable. <br />-2- <br />
