Menlo to PCPC • • <br />DecemMr 11, 1995 <br />Special Use Permit Ho. 570 (2nd Amended) <br />Pege 3 <br />Flood Insurance Rate Map, Community Panel No. 080147 02756, dated September 29, <br />1989. <br />ACCESS <br />The property is accessed from Colorado State Highway 96 East. The applicant has <br />obtained a State Highway Access Permit (No. 506/324-88/R/GAT). <br />WILDLIFE <br />Staff received a letter from District Wildlife Manager, Eric Harper, on December 7, 1995. <br />Mr. Harper stated he had no further recommendations because the project has not <br />significantly changed since last year. <br />Last year Southwest Ready Mix agreed to the replacement of trees and the contouring <br />of the shoreline after completion of the project. This would be done to minimize the <br />permanent impacts on wildlife caused by this project. Also, the PCPC required <br />Southwest Ready Mix incorporate these reclamation procedures into the state required <br />reclamation plan. A copy of this plan was to be sent to the Department of Planning and <br />Development as well as to the Division of Wildlife; neither department has received a <br />copy of this plan (Exhibit 5). <br />PERMITS <br />The following is a list of permits the applicant currently holds: <br />MLRB -The applicant currently has a Mined Land Reclamation 112 Regulaz <br />Permit (No. M85-218). The applicant informed staff in December of 1994 that <br />Southwest Ready Mix was in the process of applying to "amend" their MLRB <br />permit. The amendment was to include the additional acreage being sought <br />in the amendment to SUP No. 570. <br />In a phone conversation with Jim Stevens (Department of Natural Resources, <br />Minerals Division) on December 1,1995, staff learned the applicant has not <br />yet applied to amend Permit No. M85-218. <br />Air Pollution Permit - In a phone conversation with Emmet Hance <br />(City/County Health Depaztment, Air Pollution Control) on December 1, <br />1995, staff was told the applicant does possess valid Emissions Permits for a <br />Batch Plant (No. 86PB042(1)) and the Extraction Operation (No. No. <br />86PB042(2)F). The applicant would only need to "amend" its Emissions <br />Permit for the Batch Plant if greater input and output would be occurring and <br />
