.. <br />Memo to PCPC <br />Re: SUP 596 <br />August 20, 1987 <br />Page Two <br />Regarding ownership, Valco, Inc., has assembled all parcels <br />included in SUP No. 596, except for Lot 9 of the Hartman and <br />Wilcox Subdivision, located in Section 34, Township 20 South, <br />Range 64 West. Valco is still in the process of acquiring said <br />Lot 9. In the interim, the current owner supports the inclusion <br />of Lot 9 in SUP No. 596. <br />Recent boundary line agreements between Valco and some owners of <br />adjacent properties in Section 32 have resulted in minor <br />adjustments of the special use permit boundary and perhaps the <br />total acreage included. <br />Special Use Permit No. 596 involves a sand and gravel operation <br />that may last decades. Land use issues associated with the <br />proposed action fall under a number of categories, several of <br />which involve review and permitting by State and National <br />authorities. Those Sssues will be discussed separately in this <br />review. The special use permit itself must remain general in <br />nature, with Pueblo County relying on other agencies to review <br />and regulate specific items, especially those pertaining to <br />environmental impacts. <br />The Pueblo County Planning Commission, at its regular meeting <br />held on September 4, 1986, voted to approve SUP No. 596 with the <br />following conditions: <br />1. The applicant shall obtain a State Highway Access Permit <br />for access to the Pueblo East Batch Plant within 120 <br />days of this September 4, 1986, approval. A copy of <br />said access permit shall be provided to the Department <br />of Planning and Development within 30 days of issuance. <br />2. The applicant shall access property under SUP No. 596 <br />with heavy equipment (semis, dump trucks, loaders, <br />scrapers, etc.) only via approved accesses from U.S. <br />Highway 50, State Highway 233 and State Highway 231. <br />3. The applicant shall provide the Department of Planning <br />and Development with a copy of its MLRB 112 permit for <br />the Pueblo East Pit within 30 days of securing it. The <br />applicant shall also provide the Department of Planning <br />and Development with a copy of any future MLRB <br />applications, permits or amendments pertaining to <br />SUP No. 596, within 30 days of their submittal to and <br />approval by the MLRB. <br />4. The applicant shall provide to the Department of <br />Planning and Development a copy of any further state or <br />federal permit applications and approval thereof within <br />30 days of said application or approval, this shall <br />include, but not be limited to, 404 permits, air quality <br />permits, highway access permits, NPDES permits, and <br />plans for augmentation. <br />
