SpeciliC <br />vahick design criteria is listed in the 1983 Operations and Maintenance Manual which Merrick <br />& Company prepared for ARCO Coal Company. <br />Merrick.& Company's evaluation is based upon a review of the original design as well ea the <br />project record documentation provided by ARCO Coal Company personnel and shown on the <br />1983 Project Record Documents. <br />Observations noted included that the road was constructed par the original approved plans and <br />specification with slight modifications. These included some grade modifications from Ssctlon <br />600 to 20+00 in order to account for soil cuts rather than rock cuts. In addition, over most <br />of the road the base course thickness was upgredntl to 12' thickness on a Mirafi 600X <br />stabilization fabric. This was done to account For lower CBR subgrade strengths found in the <br />field. A 2' ovenay was originally specified er the end of the flue 15) years of use. It Is our <br />understanding that this was installed soon after the opening of the mine !around 1983). <br />The constn,cted arcess road design meats the requirements of COMG Section 4.03.1(31. <br />involving maximum grades, drainage and traffic requirements. <br />The road complied with prudern state-of-the-art requirements for road design In seml- <br />mountainous condkions.
