Upper Mine Access Road, Mountsln Coal Company's Waat Elk <br />Cost Mina (Formerly Mount Gunnison No. 1 Mine); <br />Merrick Ref/: 103-337fi <br />Dear Ms. Weh: <br />Per your request, we have reviewed our design files in relation to the design e1 the o-Iplnal <br />access road at the West Elk Coal Mine. This access road is currently dnided into three <br />reaches. These are titled the Stack Tubas Access Rnad, the Middle Mlne Access Road, and the <br />Upper Mine Access Road. The purpose of our review is to tletermine whether these access <br />roads would comply whh the Colorado Division of Minerals and Geology (CDMGI Haul Road <br />Spapfirstion Section 4.03.1131. <br />The site was formerly known as the ARCO Mount Gunnison No. 1 Mine. In 1981, MerrlCk & <br />Company provided the design of much of the original curtace improvements including the main <br />access road. The road was constructed in 1982. ARCO Coal Company provided day to day <br />on-site construction observation. Upon request by ARCD Coal Company, Menlck $ Company <br />visited the she on two or three occasions during construction of the road system to provide <br />engineering consuhation. Project Record Information was recorded by The contractor antl the <br />ARCD Coal Company personnel. This information is shown on the Project Record Drawings, <br />dated Maroh 3, 1983. <br />The access roads are being certified as haul roads leven though they are within the original and <br />current disturbed mine site and not outside this area as speclTied in Rule 4.03.1(1)Id)) as coal <br />or coal refuse may occasionally be hauled on them. These roads now primarily serve as access <br />roads throughout the mine she. The closure of the original access roads Inow the stack tubes <br />and middle mine access roads) wag Caused by the construction of the stack tubes and crusher <br />building. <br />It Is our understanding that The Mountain Coal Company will be using H-20 type trucks or less <br />heavier vehicles to Carry the coal or coal refuse on this road. The number of trips would be less <br />than 20 per day.
