~.~ _ <br />CARRIER'S ACCESS ROAD FOR INSERTION IN THE PERMIT APPLICATION, TO <br />FULFILL THE REQUIREMENTS OF RULE 4.03.2(1~(Fl(Iq, BY November 28, 2003. <br />Stipulations 31 and 33 have been resolved and terminated by information included in TR-45. <br />TR-45 proposed approval decision was published November 14, 2004, and is now final. <br />Stipulation 32 is an on-going, active stipulation that requires the operator to provide <br />demonstration of compliance for permanent road retention, including signed landowner <br />requests for roads or road segments to be retained for the Postmining land use. The <br />demonstration is required prior to any initial bond release applicable to a permanent road <br />segment. <br />The proposed permanent road system specified in the permit was modified by the recently <br />approved TR-45, which revised the alignment of the south end of the Ridgeline Access <br />Road to tie into Haul Road "A". The proposed permanent road system is depicted on permit <br />map Exhibits 20-2 (Postmining Topography) and 20-2A (Postmining Topography II-W <br />South). The most current approved version of Exhibit 20-2 was certified 10/22/04, and the <br />most current approved version of Exhibit 20-2A was certified 6/18/03. I have difficulty <br />printing maps from the imaging system using the Grand Junction plotter, but I will ask the <br />Denver office to print these two maps and mail them to you. <br />I hope this information addresses the questions you had.
