CNAPTERTHREE <br />Enulronmental Consequences <br />Pipeline Corridor <br />Potential impacts to transportation during construction and operations would be the same as <br />described for the Proposed Action. <br />Parachute Site <br />If the rail spur is operational by the time construction begins, rail traffic would increase on the <br />reactivated rail spur under the Agency Preferred Alternative. It is estimated that construction <br />activities at the Parachute Site would generate approximately 3 rail cazs per day, or about 15 cazs <br />per week, between about September 1999 and Surruner 2000. Consequently, truck traffic <br />volumes during constmction would be reduced by approximately 6 to 8 truck trips per day, <br />which represents a 9 to 12 percent reduction under the Agency Preferred Alternative. Truck <br />volumes during operations would be the same as the Proposed Action. <br />3.15.2 Unavoidable Adverse Impacts <br />Unavoidable adverse impacts related to increased rail activity during construction of the <br />Parachute Site would increase under the Agency Preferred Alternative. Unavoidable adverse <br />impacts to traffic volumes and related increases in accidents and highway wear and tear during <br />the Parachute Site construction would be slightly reduced from the Proposed Action. <br />Unavoidable adverse impacts during operations would remain the same as the Proposed Action. <br />3.16 HAZARDOUS MATERIALS <br />3.16.1 Direct and Indirect Impacts <br />American Soda would comply with the applicable federal and state regulations for the Yankee <br />Gulch Project regazdless of alternative. Hazardous wastes aze not expected to be generated from <br />the mining operations. The product to be transported in the pipeline is not considered to be a <br />hazardous material under DOT regulations, or a toxic chemical as regulated by EPCRA, or a <br />hazardous substance under CERCLA. Under the Agency Preferred Alternative, the likelihood of <br />adverse effects may be reduced by the development of the preliminary Response Plan, and spill <br />contingency and materials management plans for the Piceance Site, pipeline and Parachute Site. <br />The ROD issued by the BLM would also have a condition of approval requiring compliance with <br />applicable regulations. <br />Regarding solid waste, new information on waste types and generation was developed since the <br />Draft EIS. No significant impacts are anticipated, which is similaz to the Proposed Action. <br />Construction Phase <br />During the construction phase, solid wastes generated by the Yankee Gulch Project would <br />consist of waste paving materials, such as concrete and asphalt; wood waste, such as pallets, <br />crates, and assorted lumber; metallic wastes, such as sheet metal, pipe, and wire; insulation <br />. material; plastic wraps and packaging materials; paper and cazdboazd; and general refuse, <br />including food waste and paper and plastic packaging.
