CNAPTERTHREE EnulronmeMa~ Consequences <br />Parachute Site <br />The Agency Preferred Alternative would have similaz impacts to visual resources as the <br />Proposed Action. However, there aze two changes in the project that would reduce visual <br />impacts of the site. First, the cooling towers, which were part of the Proposed Action, have been <br />replaced with av cooling technology, thereby eliminating the major source of evaporated water <br />vapor and the primary source of visible steam plumes. Although there would. still be some water <br />vapor released during the product drying process, it would be significantly le:>s than originally <br />proposed. Secondly, light fixtures would be equipped with mercury vapor bidbs, which produce <br />less off-site glaze than high-pressure sodium bulbs, and fixtures would also bz equipped with <br />visors to direct light downwazd and reduce glare in the night sky. <br />3.13.2 Unavoidable Adverse Impacts <br />Similaz to the Proposed Action, the Agency Preferred Alternative would result in unavoidable <br />changes to the scenic resources of the Project Area The construction of the project facilities <br />would change the appearance of the landscape and create contrasts in line, color, and texture with <br />the surrounding natural landscape. <br />3.14 SOCIOECONOMICS <br />3.14.1 Direct and Indirect Impacts <br />Several issues related to socioeconomics were addressed in the Draft EIS, including population <br />and housing, local economy, employment and earnings, purchases of equipment and materials, <br />community facilities and services, local government fiscal conditions and revenues from mining, <br />and environmental justice. Potential duect and indirect impacts of the Agency Preferred <br />Alternative would be the same as those described for the Proposed Action. <br />3.14.2 Unavoidable Adverse Impacts <br />No significant unavoidable adverse effects aze expected from the Agency Prf:feaed Alternative <br />3.15 TRANSPORTATION <br />3.15.1 Direct and Indirect Impacts <br />Piceance Site <br />Potential impacts to transportation during construction and operations would be the same as <br />described for the Proposed Action. <br /> <br />3-22 Socioeconomics <br />
