2. Meteorological data, specifically, wind speeds and wind directions shall be documented before, <br />during, and after blasting activities. <br />a. Documentation of meteorological data shall include readings at 15, 10, and 5 minutes <br />before the blast, a reading during the blast, and readings at 5, L0, 15, and 20 minutes after <br />the blast to accurately represent wind conditions. <br />b. Blasting activities shall be prohibited when the wind direction is blowing from any region <br />in the south. Specifically, wind from the region between >90° to <270° magnetic north <br />compass readings. <br />3. Activities related to the loading of the shuttle-train coal cars shall be prohibited when wind speeds <br />exceed thirty (30) miles per hour. <br />In addition to the dust control measures addressed, a revised Air Pollution Emission Notice <br />(ADEN) shall be submitted to the Air Pollution Control Division (Division) within thirty (30) days of <br />receipt of this letter addressing the emissions of air pollutants related to the detonation of explosives <br />during blasting activities. Based on the Division's calculations using blast logs, documented by Buckley <br />Powder Co., and provided by Lorencito for the period from October 19, 2001 until December 31, 2001 the <br />Division believes Lorencito may have underestimated air pollution emissions. The Division calculated air <br />pollution emissions using EPA's emission factors listed in AP-42, Fifth Edition, Volume 1, Chapter 13.3, <br />Explosives Detonation (copy enclosed). Detonation of ammonium nitrate and fuel oil produces 17 pounds <br />of NOx and 67 pounds of CO emissions per ton of explosives, respectively.
