In response to complaints received, the Lorencito facility <br />has been inspected on six different occasions to determine compliance with the terms of [heir construction <br />permit. Lorencito's dust control activities prior to blasting consists of watering the blast site prior to <br />detonation, however, wetting the top few inches of material has little impact on the dust generated when <br />several feet of rock material is detonated. Observations of Lorencito's recent blasting activities indicate <br />that dust emissions have decreased in comparison to the first blasts observed. However, variables such as <br />depth of detonation, blast location, and composition of material being detonated introduce many <br />uncontrolled variables affecting the generation of fugitive dust emissions. In an attempt to better control <br />unpredictable emissions and protect public and environtnental health, the Division is proposing to revise <br />the permit language in O1LA0642 to include the following fugitive control measures, in addition to the <br />control measures currently stipulated in the permit. The language specified in conditions numbers 1 <br />though 3 shall be incorporated into the fugitive dust control plan for permit O1 LA0642 during the permit <br />evaluation for final approval. <br />Blasting activities shall occur during daylight hours to verify compliance with the permit <br />conditions for <20°/n opacity and off property transport of fugitive dust emissions. <br />a. Daylight hours shall be specified as between sunrise and sunset <br />b. Blasting shall be scheduled to occur at least 15 minutes before sunset, to ensure sufficient <br />ambient light is available to conduct visible emission observations. <br />c. Verifiable sunrise and sunset times, from www.sunrisesunset.com or other reputable <br />resources, will determine compliance based on Lorencito's specific latitude and longitude. <br />
