<br />- 3- <br /> <br />Section XX: Roads (2.05.3(3), 4.03) <br />(-A PORTION-) <br />As the permit application observes on page 4.03-1; "AIL roads have existed <br />prior to August, 1977, except for the proposed west mine haul road. The <br />proposed west mine haul road will connect the west mine loadout adjacent to <br />the railroad tracks, with the truck dump at the silos. Western Slope Carbon <br />also plans to reroute the access road to the west mine portal in order to <br />lessen the grade." <br />The permit application contains thorough alignment, plan-view and cross- <br />section information concerning all roadways, depicted on Exhibits 4.03-A <br />through 4.03-J. <br />The 5 separate sheets of Exhibit 4.03-A demonstrate that the proposed west <br />mine haul road and the proposed reconstructed west mine portal access road <br />both conform with centerline grade and cut slope and fill slope requirements <br />of Rule 4.03. <br />Exhibits 4.03-B through 4.03-J depict the alignment and cross-section data <br />for the additional access and Light-use roadways at the Hawk's Nest mines. <br />Portions of these roadways exceed the cut slope and embankment slope grade <br />restrictions within the regulations. However, because these roadways all <br />exist in their proposed maximum extents of disturbance, the Division believes <br />that this deficiency may be appropziately rectified by imposition of the <br />following stipulation upon permit approval. ' <br />Stipulation No. <br />THE DIVISION DIRECTS WESTERN SLOPE CARBON TO PREPARE APPROPRIATE <br />STABILITY ANALYSES OF RNY CUT SLOPE OR FILL SLOPE AL170INING ROAD[dAYS <br />AT THE HAWK'S NEST MINES WHICH E.YCEED THE MAXIMUM REGULATORY SLOPE <br />LIMITS CONTAINED WITHIN RULE 4.03. THE OPERATOR FfAY SUBMIT <br />REPRESENTATIVE "[rORST-CASE" ANALYSES, IF GEOTECHNICAL ANALYSIS <br />DEMONSTRATES THAT THE CUT SLOPE AND EMBANKMENT SLOPE SITUATIONS <br />PURPORTED TO BE REPRESENTED BY THESE ANALYSES ARE ANALOGOUS. <br />(Follow this proposed draft section with a discussion of the road-related <br />drainage facilities at the Hawk's Nest mine site.) <br />Section XXIII: Subsidence (2.05.6(6), 9.20) <br />Western Slope Carbon has included a subsidence control plan within its amended <br />permit application. No renewable resource lands will be impacted by the <br />projected mine plan, and tle only potentially impacted structure within the <br />Hawk's Nest mine permit area is a segment of Colorado Highway I33 which <br />parallels the first East Mains near the eastern boundary of the permit area. <br />
