Lonl; <br />Dw mon Duenor <br />Florence, CO 81226 <br />Re: Removal of Mine Equipment and Sealing of Portals <br />Twin Pines Mine #2 <br />Dear Larry: <br />The Division inspected the Twin Pines Coal Mine site and sales <br />office site last Monday, February 28, 1994 and have the following <br />concerns that need to be addressed this month. <br />According to your permit, (see page 86), "Upon completion of <br />mining, all equipment and mining facilities will be removed from <br />the site or sold in place with a time stated for removal, mine <br />entries sealed as shown on Drawing TPS-4 ." <br />The Division would like to know in writing Twin Pine's plans for <br />the deposition and removal of all the current equipment at the mine <br />portal site. Please include in your response a time when all <br />equipment will be removed from the site. The Division feels that <br />April 30th is a reasonable time for complete removal since the <br />equipment has remained in place since closure last August, a full <br />six months ago. <br />In addition, closure of the portals needs to commence immediately <br />or Twin Pines Mine may be in violation of MSHA standards. Open <br />portals create a public and safety health hazard as well as <br />allowing oxygen to penetrate the mine and mix with methane gas. <br />For both these reasons, the Division is requesting Twin Pines <br />management to temporarily provide closure of the portals, or begin <br />to permanently seal them with an MSHA approval plan as outlined in <br />your permit. <br />Since Twin Pines management has made the decision to close the <br />county road for access protection to the mine site, the Division <br />would like to remind management that all road maintenance, <br />including culvert cleaning is now the obligation of Twin Pines. <br />Please check, and if needed, maintain all road culverts leading to <br />the mine site. <br />
