This <br />reconstruction was rquired to comply with Maps 13R, 13A, and 13B. The <br />reconstruction work required: (1) removal of excess fill over the <br />culvert; (2) establishment of emergency spillway over the haul road; <br />(3) regrading of the haul road on either side of the spillway; and, <br />(4) riprapping of road outslopes. <br />On August 19, 1989, an inspection was performed on the haul road recon- <br />struction by Mr. Mike Keegan, Chimney Rock Mine, and Bill Balaz. Field <br />measurements were taken using a hand level and tape measure. The <br />following observations were made: <br />1. The construction started at the ditch on the south end as required. <br />2. The spillway was built between the north edge of the raw coal <br />storage area and the east end of the creek culvert as required. The <br />spillway is approximately 160 feet wide instead of 200 feet. This <br />is due to differences between the plan maps and actual field <br />conditions. <br />3. The culvert has approximately 3.5 to 4.5 feet of fill. An addi- <br />tional 6" to 12" of material should be placed over the culvert. <br />4. The ramp on the north end is constructed according to plan. The <br />dry crossing has been reestablished. This crossing directs surface <br />runoff from the Barren Ridge area to Pond 005. <br />
