The road to the office allowed easy access for persons not <br />needing to go through the yard. The plan, profile, and cross <br />section of this road can be found on Table 2.05.3 (3)(c)(i)-1 and <br />Drawing 2.05.3(3)(c)(i)-2. <br />3. The third access road led to the underground development waste <br />disposal area. This road was only used by equipment hauling coal <br />refuse. The plan, profile, and cross section of this road can be <br />found on Table 2.05.3 (3)(c)(i)-1 and Drawing 2.05.3 (3)(c)(i)-5. <br />4. A11 of the access roads were reclaimed in 1988. <br />C. Light-Use Roads <br />1. The Red Canyon Mine had two light-use roads. The first is the <br />road which led to the fan from the office. This pre-existing <br />road had a grade of 11 percent and, therefore, does not comply <br />with Rule 9.03.3(3)(a)(i). However, this road extended less than <br />500 feet and experienced minor use. The Division approved this <br />variance following a determination that the road will be <br />environmentally sound and reclamation can be achieved. The plan, <br />profile, and cross section of this road can be found on Table <br />2.05.3 (3)(c)(i)-1 and Drawing 2.05.3(3)(c)(i)-3. <br />2. The second light-use road provided access to the powder magazine. <br />This road was only used occasionally, as very little explosives <br />were used during underground operations. <br />3. The two light-use roads were reclaimed in 1988. <br />II. Suooort Facilities-Rule 4.04 <br />A. All facilities used in support of mining activities at the Red Canyon <br />Mine have been removed. Construction of support facilities did not <br />result in any damage to any protected structures within the permit <br />area. Therefore, the Division proposes to approve those activities. <br />III. Hydrologic Balance - Rule 4.05. <br />A. Water Quality Standards and Effluent Limitations <br />1. There is currently one sediment pond at the Red Canyon Mine [hat <br />treats drainage from the disturbed area. This pond functions as <br />designed to ensure that aPPlicable water quality standards and <br />effluent standards are met. <br />2. On November 30, 1992, the Division approved Technical Revision <br />No. 10 (TR-10), which provides a demonstration to show that <br />revegetation at the site is sufficient so that excess sediment, <br />as compared to pre-mine conditions, is not being produced. <br />13 <br />
