:; <br /> <br /> <br />Summary <br />History of the Review Process <br />On August 15, 1983, the North Thompson Creek Mines were issued a permanent <br />program permit, Permit No. C-81-025, for afive-year tetra. The Division renewed this permit <br />for subsequent five-year terms on August 26, L988 and August 12, 1993. The mine is <br />inactive, reclamation was completed in 1987. <br />On November 18, 1997, the Division notified MINREC that a permit renewal application for a <br />third term must be submitted 180 days preceding expiration of the permit. MINREC, Inc. <br />submitted an application for the renewal of the North Thompson Creek Mines on December <br />29, 1997. Public notice of the application for permit renewal was published in the Glenwood <br />Post once each week for four weeks, beginning on January 13, 1998. No comments <br />concerning this renewal were received by the Division. <br />The preliminary adequacy review letter, in which the Division identified deficiencies in the <br />original renewal application, was sent to the applicant on April 13, 1998. Resolution of the <br />deficiencies was required in order for the Division to make determinations of compliance with <br />the Act. The applicant responded to the comments on June 22, 1998, with the submittal of a <br />technical revision (TR-20) to the permit application. The revision was approved on October 1, <br />1998, thus the Division finds that the permit may be renewed. <br />Previous analyses of the North Thompson Creek mining and reclamation operation have <br />included the original permitting review, mid-term reviews, and minor and technical revision <br />applications. The reader is directed to File No. C-81-025 for further specifics of these <br />reviews. <br />Description of the Environment <br />The North Thompson Creek Mines and Loadout are located in the lower Roaring Fork <br />Drainage Basin. The loadout is located about a mile below the confluence of the Roaring Fork <br />and Crystal Rivers. The major drainages, divides and basins of the mine area are shown on <br />Drawing D-4-7 of the permit application. The permit area of the North Thompson Creek <br />Mines is located within the North and Middle Thompson Creek Drainage Basins. These two <br />perennial streams combine to form Thompson Creek about two and one half miles below the <br />mining facilities. Thompson Creek is a major tributary of the Crystal River, which is located <br />about five miles downstream of the mining disturbance. <br />The stream valleys of North and Middle Thompson Creeks have steep stream gradients and <br />have steep valley walls. Elevations within the Thompson Creek drainage basin range from <br />10,927 feet at Twin Peaks, to 7,700 feet at the mine, down to 6,375 feet at the confluence with <br />the Crystal River. <br />z <br />
