:, Introduction This document is the decision package prepared by the Colorado Division of Minerals and Geology ("the Division") for the North Thompson Creek Mines. The North Thompson Creek Mine is a reclaimed coal mine and no new mining operations are proposed [o occur during the next permit term. This document includes (1) the proposed decision to approve the permit renewal; (2) a summary which includes a history of the review of [he permit application, a description of the environment affected by the operation, and a description of the mining and reclamation plan; and (3) the written findings of compliance the Division has made as required by the Colorado Surface Coal Mining Reclamation Act. Detailed information concerning the findings of compliance can be found in the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. The Division has received an application for a permit renewal to conduct reclamation operations at the North Thompson Creek Mines. The application was submitted by MINREC, Inc., which purchased the mine from Snowmass Coal Co. The Division approved the transfer of the mining permit to MINREC, Inc., on January 3, 1990. The mine, which will be operated by MINREC, Inc., is located on federal and private lands about seven miles southwest of Carbondale, within Pitkin County, Colorado. A loadout facility is located on state and private lands within Garfield County, Colorado, northwest of Carbondale. For the purposes of this Findings Document, the permitted mine facilities along North Thompson Creek and the permitted loadout facility northwest of Carbondale shall be referred to as the "mine site" and "loadout site," respectively. The legal descriptions of the lands included within the permit area are: Mine Site: Portions of Sections 21, 22, 27, 28, 33, 34 and 35, Township 8 South, Range 89 West, and Portions of Sections 2, 3 and 4, Township 9 South, Range 89 West, 6th P.M. Loadout Site: Portions of Sections 20, 29, 30 and 32, Township 7 South, Range 88 West, 6th P.M. Proposed Decision The Colorado Division of Minerals and Geology proposes to approve an application for renewal of a valid, existing permit. The application was submitted by MINREC, Inc. for the North Thompson Creek Mines. This decision is based on a finding that the operations will comply with all requirements of the Colorado State Program as found in the Colorado Surface Coal Mining Reclamation Act, C.R.S. 34-33-101 et seq., and the Regulations promulgated pursuant to the Act. If no request for a formal hearing is made within thirty (30) days of the first publication of the issuance of this proposed decision, then this decision becomes final. The permit application, all supporting documentation and any stipulations or conditions will become a binding part of the permit.
