:, <br /> <br /> <br />Introduction <br />This document is the decision package prepared by the Colorado Division of Minerals and <br />Geology ("the Division") for the North Thompson Creek Mines. The North Thompson Creek <br />Mine is a reclaimed coal mine and no new mining operations are proposed [o occur during the <br />next permit term. This document includes (1) the proposed decision to approve the permit <br />renewal; (2) a summary which includes a history of the review of [he permit application, a <br />description of the environment affected by the operation, and a description of the mining and <br />reclamation plan; and (3) the written findings of compliance the Division has made as required <br />by the Colorado Surface Coal Mining Reclamation Act. Detailed information concerning the <br />findings of compliance can be found in the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining. <br />The Division has received an application for a permit renewal to conduct reclamation <br />operations at the North Thompson Creek Mines. The application was submitted by MINREC, <br />Inc., which purchased the mine from Snowmass Coal Co. The Division approved the transfer <br />of the mining permit to MINREC, Inc., on January 3, 1990. The mine, which will be <br />operated by MINREC, Inc., is located on federal and private lands about seven miles <br />southwest of Carbondale, within Pitkin County, Colorado. A loadout facility is located on <br />state and private lands within Garfield County, Colorado, northwest of Carbondale. For the <br />purposes of this Findings Document, the permitted mine facilities along North Thompson <br />Creek and the permitted loadout facility northwest of Carbondale shall be referred to as the <br />"mine site" and "loadout site," respectively. <br />The legal descriptions of the lands included within the permit area are: <br />Mine Site: Portions of Sections 21, 22, 27, 28, 33, <br />34 and 35, Township 8 South, Range 89 West, <br />and Portions of Sections 2, 3 and 4, <br />Township 9 South, Range 89 West, 6th P.M. <br />Loadout Site: Portions of Sections 20, 29, 30 and 32, <br />Township 7 South, Range 88 West, 6th P.M. <br />Proposed Decision <br />The Colorado Division of Minerals and Geology proposes to approve an application for <br />renewal of a valid, existing permit. The application was submitted by MINREC, Inc. for the <br />North Thompson Creek Mines. This decision is based on a finding that the operations will <br />comply with all requirements of the Colorado State Program as found in the Colorado Surface <br />Coal Mining Reclamation Act, C.R.S. 34-33-101 et seq., and the Regulations promulgated <br />pursuant to the Act. If no request for a formal hearing is made within thirty (30) days of the <br />first publication of the issuance of this proposed decision, then this decision becomes final. <br />The permit application, all supporting documentation and any stipulations or conditions will <br />become a binding part of the permit. <br />
