-7- <br />• During reclamation, the mine portals will be sealed, surface facilities <br />removed, and the entire disturbed area will be returned to approximate <br />original contour, with the exception of the waste rock piles. The mine area <br />will then be smooth graded, and compacted areas will be ripped or scarified to <br />eliminate slippage surfaces, establishing a suitable bond for the overlying <br />seedbed material. Topsoil, which has been salvaged during construction of the <br />surface facilities, will be redistributed over the disturbed area. Drainage <br />control will be retained until the revegetation operation is underway. <br />Following the distribution of topsoil and final grading, the newly shaped <br />surface will be prepared for planting. Surface preparation will loosen and <br />roughen the surface by disking, harrowing, or dragging. Various conditioners <br />and neutralizers may be used to modify the seedbed conditions to ensure <br />successful establishment of a vegetative cover. <br />Finally, revegetation activities will establish a permanent vegetative cover <br />of the same seasonal variety native to the area and capable of <br />self-regeneration and plant succession equal in extent and cover to the <br />natural vegetation in the area. <br />The Mt. Gunnison No. 1 Mine permit application was originally submitted on <br />November 6, 1979, and was approved on July 31,1981. On December 12,1984 West <br />Elk Coal Company submitted a complete permit revision requesting the addition <br />of 320 acres of underground reserves. The primary purpose of the request was <br />to enable the operator to establish and undermine a subsidence monitoring <br />• network to obtain detailed subsidence data over a variety of geologic and <br />topographic conditions. All of the lands affected by the permit revision are <br />within the North fork of the Gunnison River drainage. No surface facilities <br />are proposed for this revision. No significant water resources will be <br />affected by the revision. Data collected within this area will be used to <br />predict what impacts mining may have on water resources in future permit terms. <br />The legal description of the lands included within the permit revision are. <br />Section 20, T135, R90W, 6th P.M. <br />The following decision document and findings of compliance were prepared for <br />the entire proposed Mt. Gunnison permit area permitted to date under permit <br />C-007-80 and the 320 acre permit revision. Only those sections that were <br />affected by the permit revision were revised in this decision document. For <br />example, since no surface facilities were proposed in the permit revision, the <br />topsoil and revegetation sections of the findings document were not changed <br />from the original findings of compliance document (Permit C-007-80). Any <br />stipulations from the original permit and findings document that have been <br />totally resolved to the satisfaction of the Division, have been removed from <br />this document. Therefore this document represents current findings of <br />compliance, current stipulations still in effect, and current cumulative <br />hydrologic impact assessments. <br /> <br />
