-44- <br />Information on augering can be found in Section 2.06.9 (Volume I) of the <br />revision application. Chimney Rock Coal Company proposes to auger coal in the <br />"A", and "B" seams in the Permit Revision No. 2 area. Augering operations are <br />proposed to be conducted from the highwall of the pits into these seams. <br />During the fall of 1982, the company submitted and received approval for a <br />revision to allow auger mining of coal near Highway 151, from the eastern <br />pit. That area has been used as a test area to verify the effects of <br />subsidence above angered areas, as projected in Section 2.06.9, pages 2.06-6 <br />through 14 of the Federal Lease permit revision application documents. The <br />augering activities were completed in March of 1983. In accordance with the <br />requirements imposed upon approval of that minor revision, the operator has <br />completed and submitted several sets of subsidence monitoring results. (See <br />Tables 21A and 21B the Federal Lease permit revision application). To date, <br />no significant vertical or horizontal subsidence has been detected. <br />Chimney Rock Coal Company proposes to conduct analogous augering operations <br />from the highwall of the Deep Creek Pit. The applicant has amended Map 12R2 <br />and provided cross-section 13R2 to clearly indicated the proposed areas of <br />augering activity. The applicant has proposed a subsidence monitoring program <br />analogous to that currently approved for the Barren Ridge and Permit Revision <br />No. 1 areas, which is acceptable. <br />However, in response to adequacy concerns presented during the review of the <br />Deep Creek Permit Revision application, regarding potential subsidence affects <br />upon surface gradients and possible surface cracking, the operator has amended <br />its permit revision application to read: "Since subsidence monitoring began <br />in November, 1982, there has been no evidence of gradient reversals or open <br />cracking. However, should either of the problems become apparent, an <br />explanation and location shall be submitted along with the subsidence <br />monitoring report". In order the clarify the Division's position, the <br />Division believes it appropriate to inform the applicant that any subsidence <br />that results in a deleterious affect upon surface or ground water hydrologic <br />conditions will require a remedial plan to mitigate those deleterious <br />affects. In the event that gradient reversal or open cracking were to occur, <br />the applicant should expeditiously submit an analysis of effects upon ground <br />and surface water hydrologic conditions and a remedial plan to mitigate any <br />deleterious affects upon the hydrologic balance. <br />The proposed operation is in compliance with the applicable requirements of <br />this section. <br />XXV. Miscellaneous Compliance - Rules 2.05.6(5), 4.02, 4.12, 4.19, 4.21, <br />No problems were identified with respect to the requirements of these sections. <br />The existing and proposed operations are in compliance with the requirements <br />of this section. <br />
