Draft Copy
STIPULATION #4 - WITHIN 90 DAYS AFTER PERMIT ISSUANCE, THE PERMITEE MUST
PROVIDE THE DIVISION WITH AN ACCEPTABLE SUCCESS CRITERIA STANDARD FOR SHRUB
DENSITY AT THE MINE SITE.
On page 4-66, Volume 1, of Snowmass' permit application to mine coal it
states, "For woody plant density, it is generally accepted that pre-mining
densities are not the best criteria to try to achieve It is proposed to
determine reclamation success for woody plant density by conducting a census
of the entire woody plant population of revegetated area. If this population
meets or exceeds 20% of the original planted density at the end of the ten-year
liability period, reclamation will be considered successful."
Snowmass proposes that the success criteria standard for shrub density at
the mine site be 20~ or more of the original planted density. The original
planted density will be the density identified in the vegetation inventory at
the mine (Appendix 3-V, Volume 11). That is, for each area defined in the in-
ventory, (Riparian Woodland, Mountain Shrubland - Dry and Moist Phases, Aspen
Forest, and Mixed Coniferous Forest) Snowmass will set a criteria standard of
20~ or more of the original densities in these areas. These original densities
are listed below:
Riparian Woodland 5,081 shrubs/acre
Mountain Shrubland - Dry Phase
Mountain Shrubland - Moist Phase
Aspen Forest
Mixed Coniferous Forest
7,801 shrubs/acre
10,501 shrubs/acre
3,488 shrubs/acre
3,313 shrubs/acre
