Draft Copy <br />STIPULATION #4 - WITHIN 90 DAYS AFTER PERMIT ISSUANCE, THE PERMITEE MUST <br />PROVIDE THE DIVISION WITH AN ACCEPTABLE SUCCESS CRITERIA STANDARD FOR SHRUB <br />DENSITY AT THE MINE SITE. <br />On page 4-66, Volume 1, of Snowmass' permit application to mine coal it <br />states, "For woody plant density, it is generally accepted that pre-mining <br />densities are not the best criteria to try to achieve It is proposed to <br />determine reclamation success for woody plant density by conducting a census <br />of the entire woody plant population of revegetated area. If this population <br />meets or exceeds 20% of the original planted density at the end of the ten-year <br />liability period, reclamation will be considered successful." <br />Snowmass proposes that the success criteria standard for shrub density at <br />the mine site be 20~ or more of the original planted density. The original <br />planted density will be the density identified in the vegetation inventory at <br />the mine (Appendix 3-V, Volume 11). That is, for each area defined in the in- <br />ventory, (Riparian Woodland, Mountain Shrubland - Dry and Moist Phases, Aspen <br />Forest, and Mixed Coniferous Forest) Snowmass will set a criteria standard of <br />20~ or more of the original densities in these areas. These original densities <br />are listed below: <br />Riparian Woodland 5,081 shrubs/acre <br />Mountain Shrubland - Dry Phase <br />Mountain Shrubland - Moist Phase <br />Aspen Forest <br />Mixed Coniferous Forest <br />7,801 shrubs/acre <br />10,501 shrubs/acre <br />3,488 shrubs/acre <br />3,313 shrubs/acre <br /> <br /> <br /> <br />
