•~
J
-2
Further, Stipulation No. 28 of the Golden Eagle permit document states
that "the permittee shall perform a survey of five potentially
affected adobe constructed houses", some being the Tatum buildings,
"pursuant to Rule 2.05.6(6)(c)(i)(D)". This rule states that
monitoring of structures is required to begin "one month prior to the
initiation of mining beneath any established monument or structure."
Because mining has yet to reach underneath any of the Tatum buildings
identified in Stipulation No. 28, this part of the subsidence
monitoring program has yet to begin.
Your third question asked how your well and adobe buildings were
listed in the application.
Exhibit 10 of the Golden Eagle Mine permit document contains the
results of a Water User Survey conducted on May 9 and 10, 1984. NEw
Appendix 5 of the 1988 Annual Hydrology Report contains an updated E L k
1988 version of that survey. Table 2 of that survey, entitled EkN )~
"Results of Windmill Survey", lists a Windmill No. 10. This windmill
was described ae being in Santistevan Canyon, not owned by the
operator, and not functioning. Figure 1 of the 1988 survey shows the
location of Windmill No. 10, and it appears to be yours. Windmills
are also identified on Map 7, entitled "Regional. Hydrology", received
by the Division on January 25, 1990. Your windmill does not appear on
that map.
Your adobe buildings are shown on Map 16, Structure Inventory. These
buildings are also referred to in Stipulation No. 28, previously
mentioned in this letter.
Your last question asked for the baseline hydrologic data that was
used to characterize the condition of your water well, presumably your
windmill, prior to drilling the airshaft and underground mining. The
only reference to your windmill that could be found in our current
permit documents was its listing in Table 2 of the Results of Windmill
Survey, previously mentioned in this letter. Baseline hydrologic data
characterizing the condition of your water well does not appear to
exist in the Golden Eagle Mine permit document at this time.
If you have any further questions, or if you wish to submit data that
could possibly refute any existing information in the Golden Eagle
permit application, please feel free to contact me.
Sincerely,
Environmental Protect ion Specialist
JJD/ern
cc: Dan Hernandez, DMG
Steve Renner, DMG
Steve Brown, Department of Law
M:\oss\ern\tatum.jjd
