Mrs. Dora Mae Trampe <br />Page Eight <br />April 16, 1981 <br />These efforts should help to alleviate the impacts on the transportation <br />system caused by the Hawk's Nest expansion. <br />• Cumulative Impacts <br />The cumulative impacts of development are of concern to industry as <br />well as government, and the burden of mitigation must be shared. These <br />impacts will be felt primarily in the area of public facilities. As men- <br />tioned in the Gunnison County comments, some. of these issues can be <br />resolved through changes in the Severance Tax Fund distribution. Others <br />will require cooperation between industry and government. Therefore, <br />it is proposed that Westem Slope Carbon: <br />- bin with the Counties in petitioning the next session of the State <br />Legislature for changes in the distribution forrnula of the Severance <br />Tax Fund to provide local governments and the Department of Trans- <br />portation with higher percentages of the total fund to aid in alleviat- <br />ing public facility problems; <br />- In order fb provide for increased coordination and cooperation be- <br />tween industry and government, Western Slope Carbon will partici- <br />pate in creating and maintaining a council of coal companies to <br />interface with local officials concerning industry's role in the <br />community. <br />Through the workings of the counci I with government, many common problems caused <br />by cumulative impacts may be resolved.
