Mrs. Dora Mae Trampe <br />Page Seven <br />April 16, 1981 <br />• Non-Availability of Goods and Services in the Local Area - It is the <br />icy of Western S ope Car n to uti ize ocal goods and services when <br />possible. Delta County indicated a desire to know which goods and <br />services were not obtainable in the area in order to help its economic <br />development effort. The only types of substantial out-of-area purchases <br />are mine operation supplies, such as roof bolts, motors, longwait equip- <br />ment, and electrical cables. These come from Salt Lake City, Denver, <br />Grand Junction, and Pennsylvania. <br />Areas of Mitigation <br />As noted in the beginning of the letter, the concerns of Gunnison and Delta County <br />can be categorized into two areas: Western Slope Carbon's specific impact and the <br />cumulative impact of development. <br />Concerning the project specific impacts, the major questions appear to be in the <br />areas of the environment and transportation. The impact on public facilities from <br />hiring an additional 31 workers at the Hawk's Nest Complex appears to be relatively <br />minor compared to other projects and the levels of anticipated overall growth. The <br />burden of mitigating these impacts is the concern all coal companies and local gov- <br />ernmental entities. Therefore, this section addresses potential mitigations concerning <br />the project specific impacts first and then moves to addressing cumulative impacts. <br />• Pro'ect Specific Mitigation Areas - Mitigation of environmental issues was <br />addressed in the first section oft is letter. Concerning the transportation <br />issues raised by both Counties, the first item is to clarify the time frame <br />issue of the upgrading of SH-133. We will investigate this area and report <br />on the findings both in the assessment and at the May 1 meeting. However, <br />even if the upgrading is to proceed as per the EIS, there are some short-term <br />issues to be considered which would lessen the traffic volume on SH-133. <br />Western Slope Carbon proposes: <br />- Continuing support of the busing program for the employees; <br />- Continuing to coordinate shift change times with other mines to <br />reduce peak hour traffic; <br />- Continuing the effort to gain Bureau of Mines' approval for the <br />underground waste storage program. This would further reduce <br />the traffic volume on SH-133; and <br />- Supporting the Counties' efforts with the railroad to have unit <br />trains scheduled during off-peak hours. <br />
