I believe that Dirk communicated yesterday with <br />Dr. Pendleton in this regard. <br />CC&V has determined that the Pad /t2 material does not consistently meet the "all other pad <br />area" specifications. However, as is evidenced by the Quality Control test data and <br />memorandum from Terry Mandziak (Golder) that are attached, the Pad #2 material does meet <br />the specifications for the pregnant solution storage area. The one QC sample (of eight) that did <br />not achieve 100 percent passing the 1.5 inch screen did achieve 99.5 percent passing, which <br />would round to 100 percent. It is concluded that the Quality Assurance samples will also meet <br />the "pregnant solution storage area" specification. The test data that are attached compare the <br />screen data for the material to both the "pregnant solution storage area" and the "all other pad <br />ares. " <br />CC&V has therefore proposed to apply the specification for the "pregnant solution storage area" <br />to the entire pad when material meeting the "all other pad area" is not met. Another way to <br />represent this modification is to say that drain cover fill material placed on "all other pad areas" <br />could meet either of the specifications. This would allow the Pad #2 material to continue to be <br />used as the drain cover fill. Approval would, as you know, allow us to expedite covering the <br />liner, which is advantageous because it would be additional protection from strong winds. <br />The effect of the change, besides allowing expeditious covering of the liner, is to increase the <br />permeability of the drain cover material. The increase in permeability is also, of course, <br />advantageous. <br />We are hand-delivering this request to you on October 8, 1994 in hopes that you wiil be able <br />to provide approval at that time.
