longwall mining under the Fish Creek alluvial valley floor. <br />This area is located in the proposed Northern Mining <br />• District of the mine which is located on and immediately <br />north of Federal lease COC-54608. The DMG was concerned <br />that insufficient information was presented in the <br />application to substantiate Twentymile Coal Company's claim <br />that impacts to stream flows would be minimal. At that time <br />Twentymile Coal Company had only 1 month of mining remaining <br />from the then approved affected area. In order to allow <br />Twentymile Coal Company to continue mining, the longwall <br />panels in the Northern Mining District were removed from the <br />proposed revision which thereafter consisted of longwall <br />mining only in the Eastern Mining District and extension of <br />the Northeast Mains in the Northern Mining District. The <br />longwall panels in the Northern Mining District may be added <br />to the permit area and mining plan area as a separate <br />permitting action upon submittal of additional monitoring <br />data concerning earlier subsidence effects where other <br />longwall panels undermined portions of Foidel Creek and the <br />upper reaches of Fish Creek. <br />I have determined that approval of this mining plan <br />modification will not have a significant impact on the <br />quality of the human environment. The environmental <br />analysis prepared by BLM for the Environmental Assessment <br />CO-016-95-020 noted in the Finding of No Significant Impact <br />• (FONSI), describes the impacts that may result from approval <br />of this mining plan modification and its alternatives. The <br />FONSI and supporting environmental analysis are included in <br />this decision document. <br />Publication of four consecutive weekly notices in the <br />Steamboat Pilot newspaper notified the public of the <br />availability of the administratively complete PAP for <br />review. The last publication date was May 14, 1997. No <br />public comments on the PAP were received after the public <br />notice was published. <br />The DMG determined that a bond for $7,118,370 is adequate <br />for the Colorado Permit No. C-82-056 associated with this <br />mining plan modification. The bond is payable to the State <br />and the United States. <br />A chronology of events related to the processing of the PAP <br />is included with the decision document. The information in <br />the PAP, and other information identified in the decision <br />document, has been reviewed by DMG staff in coordination <br />with the OSM Project Leader. <br />OSM's administrative record of this mining plan modification <br />consists of the following: <br />• -5- <br />
