anticipated cessation of mining. Changes included amended fmal refuse pile designs, Coal Creek permanent <br />diversion modifications, and revised plans for post-grading sedimentation controls for various locations. <br />TR-33 proposed approval decision was issued May 2, 2001. The revision addressed installation of a new, <br />gravity-flow, permanent minewater dischazge site (Outfa11016). The project involved angled drilling to allow <br />for installation of a de-watering pipe in the lowest elevation of the South Mine workings, in the vicinity of the <br />North Decline azea. Outfa11016 replaced Outfa11002 as the primary minewater discharge site. The Division <br />had identified concerns with the suitability of Outfa11002 as a permanent dischazge location, due to potential <br />hazards associated with its location immediately adjacent to I-70 and requirements for periodic maintenance. <br />TR-34 proposed approval decision was issued October 2, 2000. The revision amended the final reclamation <br />drainage design for the South Fan and 2 West Portal facility azeas. The amended design incorporated silt <br />fences to filter runoff from reclaimed azeas, addressed replacement of two permanent road culverts with low <br />water crossings, and designated one short segment of a temporary drainage diversion as a permanent channel. <br />TR-35 proposed approval decision was issued May 7, 2001. The revision addressed concems identified by the <br />Division in the mid-term permit review. Significant modifications included revised final reclamation drainage <br />designs for various locations, and incorporation of an additional soil borrow area for use in reclamation of the <br />Roadside Refuse Disposal Area. <br />TR-36 proposed approval decision was issued September 4, 2001. The revision was submitted in response to a <br />DMG revision order. The revision amended reclamation plans for Pond 6 and Pond 10, provided <br />demonstration that the Pond 6 spillway would function properly during high flows in Coal Creek, and clarified <br />that, upon fmal reclamation of the Coal Creek permanent channel diversion segment, bemts would not be <br />utilized to contain design flows. <br />TR-37 proposed approval decision was issued September 4, 2001. The revision corrected erroneous pre-mine <br />and final contour elevations and modified the design of a permanent diversion channel segment at the 2 West <br />Portals Area. <br />TR-38 proposed approval decision was issued October 29, 2001. The revision amended the species diversity <br />revegetation success standazd, amended the fmal reclamation seednrixes, and incorporated a plan for inter- <br />seeding low diversity south and west facing slopes of refuse area CRDA-2, which had originally been seeded <br />in 1994. <br />TR-39 proposed approval decision was issued September 4, 2002. The revision clarified interim drainage <br />control designs for the Roadside South Portal facilities area, that would be in effect following completion of <br />RSRDA refuse pile reclamation, prior to removal of Sediment Ponds 8 and 9. The revision also included a <br />demonstration that Pond 9 storage capacity was adequate for design runoff and sediment from the enlazged <br />contributing area associated with the interim drainage configuration. <br />TR-40 proposed approval decision was issued October 11, 2002. The revision application was submitted to <br />satisfy interim abatement requirements for Notices ofViolation CV-2002-018 and CV-2002-019. Amended <br />interim and final reclamation drainage designs were provided for several locations in the vicinity of the South <br />Portal Bench, RSRDA Soil Borrow Area, and reclaimed Haul Road 2. <br />TR-41 proposed approval decision was issued December 17, 2002. The revision amended the approved <br />reclamation schedule to allow the operator additional time to evaluate the feasibility of an alternative <br />5 <br /> <br />
