The Roadside Mines are required to submit to the Division an Annual Hydrologic Report <br />that provides information on the water quantity and quality for both the surface and <br />groundwaters in the permitted area. In addition, quarterly NPDES reports are submitted to <br />the Division and the Department of Health to comply with the current laws governing point <br />sources. In the event of an effluent dischazge that is not within compliance pazameters, a <br />written notice will be forwazded to the Division and the Department of Health. <br />Groundwater monitoring wells are located in both the Rapid Creek and Cottonwood Creek <br />basins. GWMS 02a and 02b aze upstream on Cottonwood Creek, GWMS 03a and 03b are <br />upstream on Rapid Creek, while GWMS Ola and Olb aze downstream on Rapid Creek <br />(downstream from the confluence with Cottonwood Creek). These wells have been placed <br />to monitor surface subsidence impacts on creek flows in the southern permit area; <br />therefore, water level is the only parameter measured. <br />CRDA-1 and CRDA-2 piezometers aze monitored for water levels on a quarterly basis <br />(thirty-four on CRDA-1 and three on CRDA-2). The thirty, 100 through 400 series <br />piezometers on CRDA-1 were installed in 1994 at four locations to monitor water levels in <br />multiple zones within the refuse pile. Stability analyses performed by a consultant to the <br />operator established "critical levels" for each of the thirty piezometers, which if exceeded, <br />aze to be reported by the operator, and may necessitate further stability evaluation and <br />possible remedial measures. Critical level for each piezometer is listed in permit Table 18- <br />4. <br />The Rollins Sandstone wells were installed in the summer of 1997 in lazge part to address <br />questions raised by the Division in the 1995 mid-term review and review of PR-02, <br />regarding the hydrologic characteristics of the Rollins Sandstone within the permit azea. <br />All water from mine operations that is pumped through the mine workings before being <br />discharged at the surface is to be tested annually for a full suite analysis (Table 18-2, <br />"Annual Surface Water Monitoring Parameters"). <br />2. The permittee will conduct monitoring of surface water in a manner approved by the <br />Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and (4.05.13(2)). <br />Surface water monitoring locations are shown on Exhibit 56 in the permit. Surface water <br />monitoring will include sediment pond discharge, mine water discharge, flow from <br />Cottonwood Creek, Rapid Creek, Coal Creek and Jerry Creek, and spring and seeps. <br />Sediment pond discharge will be monitored only when pond dewatering occurs in <br />accordance with NPDES requirements. Monitored parameters and frequencies as specified <br />in the CDPS dischazge pemtit are listed in Table 18-1 and consist of flow rate, total <br />suspended solids, total dissolved solids, oil and grease, pH, and iron. <br />The operator's CDPS permit includes one active dewatering point (Outfall 016) and one <br />back-up point (Outfall 002). Mine water discharge volume is measured by flow meter. <br />Water quality of the mine discharge water will be tested annually for pazameters listed in <br />Table 18-2. CDPS monitoring parameters and frequencies for mine dewatering sites aze <br />listed in Table 18-1. Whole effluent toxicity testing will be conducted quarterly at these <br />sites, in addition to the testing applicable to sediment pond dischazges. Former Site 015 at <br />28 <br />
