• • <br />will be difficult. The SCS recommends a drought tolerant species of vegetation for <br />reclamation. We will follow their recommendation during the reclamation phase of the <br />mine. <br />3. A replacement surety bond was submitted to you on July 17s' in the amount of <br />$50,032.00. <br />Milt Derrick told me he spoke with you regarding Parkerson's concerns about the <br />location of the haul road used by Corn Construction Co., the previous permittee. Corn <br />did not construct its haul road according to plan. <br />As the successor operator of the site, Pazkerson Construction has acquired a site <br />with a mis-placed haul road which can't be used because the northerly portion of the Corn <br />road has been sold to a new landowner, cutting off access to Highway 141. Milt said you <br />have advised that a permit amendment would be required to change a portion of the road <br />location. <br />Parkerson Construction believes that a permit amendment to change the location <br />of part of the haul road should not be required in this case. We believe that a change in <br />part of the road location will not have more than a minor effect, if any, on the reclamation <br />plan and will not significantly increase the permit affected acres. In fact, changing part of <br />the road as proposed here will distance the road from the resident responsible for closing <br />the Corn road on the north side. <br />For the reasons stated above, we feel that a change in part of the haul road <br />location can be addressed adequately by means of a technical revision to the permit. <br />With a desire to resolve the problem with the Corn road location and to satisfy <br />concerns of the Division, Pazkerson submits the following proposal for your consideration <br />and approval: <br />Parkerson Construction proposes, that it be allowed to reclaim all of the unusable <br />portion of the Corn haul road on Parkerson's property. The owner of the northerly part of <br />the Corn road has indicated he doesn't want the road reclaimed on his land. That part is <br />now being used as his personal driveway. <br />Under the proposed technical revision, Parkerson would construct a new haul road <br />along the course of the existing one lane dirt road which you and Milt used to access the <br />permit area during your June site inspection. The proposed relocated section of road <br />would tie into the usable part of the Com road leading to the permit area. <br />The distance from Hwy 141 to a point where the new road would intersect the <br />existing road is approximatelyl 100 If The distance of the new road to that same point is <br />approximately 1300 lf. The net increase in the length of the haul road would be <br />approximately 200 If. <br />
