Decisions and approvals by other Federal, state and local agencies related to the '
Proposed .Action may be aided by the information and analysis presented in this EA. The:
following list identifies other agencies, permits and approvals that may be required
depending upon what specific development alternative is authorized and on the regulatory '
processes in effect at the time of construction. While the National Forest Service does not
assume any responsibility for the enforcement of laws and regulations of other jurisdictions,
National Forest Service special use regulations require that perntittees comply with other '
applicable federal, state and local regulations.
• U.S. Forest Service -Castle Concrete's layback proposal is subject to approval of a '
Special Use Permit and all construction plans must be reviewed and approved by the
U.S.D.A. Forest Service and must meet NEPA compliance requirements.

• Colorado Department of Public Health and Environment, Water Quality Control
Division - Preparation of a S[ormwater Management Plan for any stormwater ,
discharges associated with construction activities is required prior to construction. In
addition, pursuant to Section 401 of the Federal Clean Water Act, issuance of a federal
license or permit for an activity that may result in a discharge into waters of the United ,
States requires a certification from the state that the activity will not result in a violation
of water quality standards.
