<br />1 <br /> <br /> <br />1 <br />1 <br />Range Resource Management aims to manage grazing to favor big-game and to <br />achieve the wildlife populations identified in state-wide comprehensive wildlife <br />plans. In order to meet these goals, vegetation must be maintained in mid-seral or <br />better range condition, and livestock use limited of browse and herbaceous plant <br />production limited to that not needed by big game. Individual allotment management <br />plans, which have the winter range management azea prescription designated within <br />the allotment, will reflect livestock use levels to assure adequate quantity and quality <br />of browse and herbaceous vegetation is available for big game during winter months. <br />Silvicultural Prescriptions aim to: (1) manage forest cover types to achieve and <br />maintain desired thermal and hiding cover, cover-opening ratios, and other habitat <br />needs associated with tree cover; (2) manage forest cover types using selected harvest <br />methods (cleazcut in lodgepole and aspen, shelterwood in interior Ponderosa pine and <br />t mixed conifer, selection in Engelmann spruce-subalpine fir); and (3) utilize firewood <br />' Special Use Management (non-recreation) eliminates special uses that conflict with <br />wintering animals. <br /> Rights-of--Way and Land Adjustments are to acquire private lands needed for big- <br /> game winter range. <br />' Transportation System Management aims to: (1) prevent road traffic and road cut or <br />fill slopes from blocking big game movement in delineated migration routes or <br /> corridors; (2) allow new roads in the management azea only if needed to meet priority <br /> goals outside the management area or to meet big game goals on the management <br />' area. Temporary roads must be obliterated within one season afrer planned use ends; <br /> and (3) close existing roads, prohibit off-road vehicle use, and manage non-motorized <br /> use to prevent stress during the winter. <br /> Fuel Treatment includes maintaining fuel conditions which permit fire suppression <br /> and prescribed fire to maintain habitat needed for selected species or species <br /> population levels. <br />' The Roadless Area Conservation Rule4, initiated by former Forest Service Chief Mike <br />Dombeck, and published on May 10, 2000 in the Federal Register under the Clinton <br /> administration, establishes regulations that provide appropriate long-term protection for <br />' currently inventoried roadless areas on National Forest System lands.
