f30 feet or a minimum of 2 feet above ground water; whichever is less. Mining will take <br />place in three separate pits totaling 68.2 acres. The haul road is designed to serve all <br />three pits and accesses onto Redvale Road at a point approximately 2,200 feet east of <br />Hwy 145. The mining operation includes activities ancillary to the mining of gravel such <br />as stockpiling, crushing, screening, and trucking. It is estimated that the life of the gravel <br />mine will be 20 to 34 years and that the disturbed portions of the property will be <br />reclaimed as pasture and rangeland as the mining progresses. <br />The mine operator. Williams Construction Contractors is reguestinn that the Special Use <br />be amended to include (1) an asphalt batch plant (2) a concrete batch plant (3) <br />aggregate washing, and (4) extended hours of operation for Saturdays from 7:00 a. m. to <br />5:00 p. m. <br />The application materials only address the new proposed uses. No attempt has been <br />made to address the criteria listed in ,¢ IV. B. of the County Zoning Resolution for review <br />of a special use request. Accordingly, it must be assumed that all the provisions and <br />conditions pertaining to the approved Angie Pit Special Use will continue in effect; <br />except as they may be n:odif:ed by any of the four specific amendment requests that are <br />approved <br />1. As concerns the reauest for an Asphalt Batch Plant, four residences are located <br />within 132D feet of the mine boundary and an uncounted number of additional <br />residences are Zocated within 2640 feet of the mine boundary. Therefore, pursuant to <br />the Gravel Mining Mitigation Standards (,¢ V. C 4. c., M.CZR.), an asphalt batch <br />plant may be operated between the hours of 7:00 .. m. and 6:00 p. m., Monday <br />through Saturday. Accordingly, the proposed addition of an asphalt batch plant <br />appears to be consistent with the intent of the County's Gravel Mining Mitigation <br />Standards. <br />..Both County and State (CDPHE) regulations specify that the operation of an asphalt <br />batch plant must be in conformance with the Colorado Air Quality Control <br />Commission Regulation No. 1, as it applies to the regulation of fugitive particulate <br />emissions and the measurement of opacity and off-property transport of fugitive <br />particulate emissions. A condition subsequent has been provided to address this <br />item. <br />2. As concerns the request for a Concrete Batch Plant, the Gravel Mining Mitigation <br />Standards are silent on the issue of a concrete batch plant. However, since the <br />operating characteristics are similar to an asphalt batch plant, it may be appropriate <br />to apply similar standards. Accordingly, the proposed addition of a concrete batch <br />plant appears to be consistent with the intent of the County :s Gravel Mining <br />Mitigation Standards. <br />State regulation (CDPHE) specifies that the operation of an asphalt batch plant must <br />be in conformance with the Colorado Air Quality Control Commission Regulation <br />No. 1, as it applies to the regulation of fugitive particulate emissions and the <br />measurement of opacity and off-property transport of fugitive particulate emissions. <br />A condition subsequent has been provided to address this item. <br />2 <br />
