C-81-019 2000 Midterm Review <br />November 20, 2000 <br />(subsurface) map. Subsurface information is shown. However, see Item 1 [Rule 2.03.4(6)(a)] <br />above for related keyed information. As affected area is equivalent to disturbed area in permits <br />for surface mines, the requirement of Rule 2.10.3(1)(c) becomes a requirement [o supply a map <br />of the mine's proposed disturbed area. Although current and proposed mine limits are shown on <br />Map 23, and areas mined before August 22, 1990 are shown on Map 22, the full requirements of <br />this rule are not met (mining between August 22, 1990 and 1998). Disturbance boundaries <br />associated with surface facilities are portrayed on Maps 34 and 35 [reference is also made to <br />Rules 2.02.3, 2.07.7(6) and 2.10.1(1)]. Maps 2l and 22 fulfill the requirements of Rules <br />2.10.3(1)(d)(forbui1dings within 1000 feet of the permit area), 2.10.3(1)(e), and 2.10.3(1)(f). <br />There are no lands described in Rules 2.10.3(1)(g), (h) and (i) in or near the permit area. <br />Premining topography is shown on a number of maps, beginning with Map 1 [Rule 2.10.3(1)(j)]. <br />The southern limits of the underground Red Wing Mine are shown on Map 22 [Rule <br />2.10.3(1)(k}]. There was no previous surface mining. Additional structures that need to be showy <br />on Map 22 are three sedimentation ponds, and the fuel storage tanks once located near N341,000 <br />E1,359,000 have been removed and should be removed from this map. (Rule 2.10.3(1)(1)] <br />Please include a legend statement that Colowyo has the right to enter all lands within the <br />permit boundary (if appropriate) or draw a boundary on bIap 1 around all lands that <br />Colowyo currently has the right to enter [Rule 2.10.3(1)(b)]. Please indicate on a map all <br />the disturbance boundaries associated with surface facilities (suggest Maps 21 and 22). <br />Please revise iVlap 22 to indicate all current structures, including, but not limited to the <br />additional sedimentation ponds, the wash bay impoundment, and removal of the fuel <br />storage tanks once located near N341,000 E1,359,000 [Rule 2.10.3(1)(1)]. <br />Item 47.Rule 2.10.3(2). The PAP is in compliance with this rule. <br />Item 48. Rule 3.02.2(4) See Item 30. <br />Item 49. Rule 4.05.2(3) There are areas at the Colowyo Coal Mine where surface runoff from <br />disturbed areas do not report to sedimentation ponds. These small areas need speciFic exemption <br />from the requirements of Rule 4.05.2(1). See Item 42 Rule 2.05.6(3)(b) above. <br />Item 50. Rule 4.05.17. There are now permanent diversions other than those associated with the <br />Streeter Fill. <br />Please review Section 4.05.17 on page 4.05-16 and update it as appropriate. <br />Section VI - Bondine Summary <br />The following table presents a summary of changes in the reclamation cost estimate and bond <br />coverage since the third renewal of the Permit. <br />16 <br />
