<br />THE REVIEW PROCESS
<br />Trapper Mining, Inc., is applying for a permit revision under the Colorado
<br />Surface Coal Mining Reclamation Act at the Trapper Mine. The mine is located
<br />in Moffat County, Colorado, approximately five miles southwest of the City of
<br />Craig, south of Highway 13/789. The proposed oermit area includes the
<br />following: Portions of Sections 5 and 6 in 75N; R90W; portions of Sections 1,
<br />4, and 5, and all of Sections 2 and 3 in T5N; R91W; portions of Sections 30
<br />and 32, and all of Sections 31 in T6N, R90W; and portions of Sections 21, 25,
<br />26, 27, 28, 29 and 32 and all of Sections 33, 34, 35, and 36 in T6N, R91W.
<br />Environmental studies for the Trapper Mine were begun in 1972, while
<br />facilities construction commenced in 1975: Mining operations began in 1977,
<br />at that time the Trapper Mine was operating under permit (No. C-76-11)
<br />approved by the Colorado Mined Land Reclamation Board on May 28, 1976. Utah
<br />International, Inc. submitted an application for a new permit on February 2,
<br />1981, pursuant to Section 34-33-109 of the Colorado Surface Coal Mining and
<br />Reclamation Act (hereafeter, "the Act"). This permit was issued by the
<br />Division as Permit No. C-81-010 on December 31, 1982.
<br />On April 27, 1983 the Division approved a transfer of ownership of the Trapper
<br />Mine from Utah International, Inc. to Trapper Mining, Inc.
<br />On February 20, 1987, the Division received a request from Trapper Mining,
<br />Inc. for a permit revision for permit boundary and mine plan changes. These
<br />changes would allow development work (topsoil stripping and overburden
<br />blasting) in two mine pits referred to as the Colt and Browning Pits.
<br />On April 14, 1987, the Division sent a preliminary adequacy review to Trapper,
<br />and on May 26, 1987, the Division received Trapper Mining, Inc.'s responses to
<br />the PAR.
<br />On July 9, 1987, a second adequacy letter was sent to Trapper Mining by the
<br />Division which itemized the remaining issues to be resolved, and on July 27,
<br />1987 the Division received Trapper's responses to these issues.
<br />This findings document addresses those sections of the November 23, 1982
<br />findings document that have been revised as a result of the modifications made
<br />in the mining and operations plan in the Permit Revision No. 1 application.
