l <br />cost the State roughly $50/track foot to move the rails (not <br />including the backfill cost). <br />Wagner Demolition went to Hawk's Nest to determine a cost for <br />removing the silos (free of charge). Ray Wagner inspected the Coal <br />Silos on May 9, 1993. He stated that the Silos were at 70% <br />strength with 8" centers of re-bar. The Silos could be blasted <br />down at a relatively low cost of $900 to $2,000. The expensive <br />part is breaking up the concrete. The concrete would swell up to <br />30$ of the original volume. Ray stated that they could cover the <br />rail lines with rubber tires and dirt to protect the lines while <br />blasting. His son Jay was worried that if they took three days to <br />clear off the tracks and noted that they were damaged, they could <br />not repair the tracks in time for the next train load up at west <br />Elk. <br />The most probable way of blasting the silos is to the North along <br />the Old Highway 133. By blasting in this direction we avoid the <br />tracks located to the South of the Silos and the nearby substation. <br />The only obstacles we have to deal with are a set of power lines <br />and the old highway. The North power lines are currently in use. <br />They are normally dead, but with the recent landslide along Hwy 133 <br />they have been recharged. I spoke with the Delta/Montrose Electric <br />Association regarding the proximity to the Silos, and they stated <br />to get in touch with them before reclamation begins to switch the <br />power to the south power lines. I am still waiting for a response <br />from the Highway department regarding the closure of the old <br />highway 133. <br />Ray Wagner stated that the total cost of the demolition and removal <br />of the silos would run between $125,000 to $150,000. His son Jay, <br />on the other hand, was concerned with how much we were willing to <br />spend. Some of the items could be salvaged. The conveyor <br />structure would probably have to be blasted down, and could only be <br />partially salvaged. The belt is very old and most likely could not <br />be salvaged. The truck dump scale could be salvaged. <br />The other estimate we have for Silo Demolition and Removal is from <br />Bayless & Bayless inc. for the Deserado Mine. Assuming that they <br />are relatively the same size, the Bayless & Bayless estimate <br />totaled $234,525. If we wanted a Bayless & Bayless estimate it <br />would cost the Division $150.00. <br />Between these two estimates I believe that we have enough money to <br />take down the Silos and associated structures. If the concrete is <br />to be hauled to the Refuse Pile we will not have to pay for a <br />disposal fee. I still need to get in touch with the County Health <br />Department in regards to their field sampling of the gob pile. <br />At this point in time I recommend that we start writing the Bid <br />Specs. for removal of the Silos and Associated Structures. We can <br />always pull out if the bids come in too high. We need to start on <br />this now in order to get the area reclaimed by Fall. <br />
