Lung <br />Division Director <br />Per our meeting in April, I have looked into issues regarding the <br />Hawk's Nest Silos. <br />I spoke with Jim Shrack of ARCO Coal Company regarding the <br />potential permitting of the Silos. According to Mr. Shrack, ARCO <br />is no longer interested in using the Silos for the West Elk mine. <br />Jim stated that the Division should develop a plan for reclamation, <br />and to keep them posted on any new developments. They may change <br />their mind later on in the year. ARCO was not interested in <br />donating any money for reclamation of the Silos. <br />The land is actually owned by the Rio Grande Railroad. ARCO bought <br />the silos from the Rio Grande with the intention of permitting the <br />silos as an emergency coal storage facility in the early 1990's. <br />ARCO uses the rail lines that run through the silos and to the side <br />of the silos for loading at the West Elk Mine. It is roughly a <br />mile's worth of rail line used by West Elk in the Hawk's nest <br />vicinity. <br />I spoke with Jim Holt with the Rio Grande to determine the actual <br />use of the rail lines. According the Grand Junction train master <br />the rail lines are used quite a bit by ARCO. In the month of May <br />they have scheduled 23 trains for loading at the West Elk Mine <br />(each train has 78-105 cars). It takes them roughly 3 hours to <br />load the coal into the train cars. While the trains load up, they <br />pass through the Hawk's Nest Silos and on to the shoe fly run <br />around track. Jim mentioned that any contractor that the State <br />hires to do the reclamation work would need to take out a separate <br />insurance policy with the Rio Grande. . <br />During demolition we essentially need to keep the tracks open for <br />the West Elk Mine. There is a maximum of three days to do any sort <br />of blasting and removal of the concrete. Moving the rail would be <br />an option, if there would be a place to move it too.
