All road construction occurs <br />upstream of adequate sediment control facilities. The approved drainages for <br />this activity are Coyote, Johnson, No Name, and East Pyeatt. (4.03.1(2)(c)). <br />B. Access Roads <br />Access roads aze discussed under Section 3.7.3, Vol. III of the permit application. <br />The Division previously approved specific fords of ephemeral streams in <br />watersheds of at least one square mile because they will not seriously alter <br />normal water flow, contribute to sediment load, or cause adverse affects to <br />fish or wildlife. The fords may occur in the Coyote, Johnson, No Name, and <br />East Pyeatt drainages. Adequate sediment control facilities exist downstream <br />of all fords except the West Pyeatt ford. (4.03.2(2)(c)). <br />II. ~upooR Facilities -Rule 4.04 <br />Support facilities aze discussed under Section 3.8, Vol. III of the permit application. <br />A. Construction of support facilities will not result in damage, destruction, or <br />disruption of oil, gas, or water wells or pipelines, coal slurry pipelines, <br />railroads, or utility lines which pass over, under, or through the permit area. <br />Utility lines and a gas line pass through the permit azea but aze only affected <br />by the pit azeas and not support facilities. Written approval from the owner of <br />the affected facilities has been submitted. Therefore the Division previously <br />approved those activities. (4.04(6)). <br />III. ~drolQ,ic Balance -Rule 4.05 <br />Volume 4 of the Trapper Mine permit application includes an assessment of the <br />probable hydrologic consequences of the proposed mining operation. Each yeaz <br />Trapper assesses the ongoing impacts to the hydrologic system in its annual hydrologic <br />report submitted as Appendix W of the permit application. The probable hydrologic <br />consequences as set forth in Volume 4 and Appendix W are summarized below. <br />A. Water Quality Standazds and Effluent Limitations <br />Surface dischazge at the Trapper Mine is monitored under NPDES permit ~ CO- <br />00321 I ~ issued by the Colorado Department of Public Health and Environment. <br />In addition, the applicant has semi-annual requirements imposed by [he Division <br />as par[ of its surface water monitoring program. Acute toxicity testing through <br />biomonitorine sampling is required in No Name, East Buzzard, Coyote, West <br />Buzzard, lvtiddle Pyeatt, and East Pyeatt drainages due to pit dewatering.
