Long <br />Division Dveuor <br />This letter is addressed to the Board in response to a request from <br />Dr. W. D. Corley to clarify two items in regard to reclamation <br />efforts at the West Pit of the GEC Mine for which the Harrison- <br />Western Corporation assumed reclamation liability. No action by <br />the Board is required in regard to this letter or the attached <br />agreement. The letter is meant to keep the Board informed of <br />progress with reclamation of GEC disturbance. <br />Harrison-Western was required by DMG to replace a culvert which <br />passes storm runoff from an undisturbed drainage around the pit. <br />The company installed a culvert which was sized in accord with <br />hydrology modelling performed by the DMG. Recently, DMG has <br />reevaluated surface hydrology modelling of the area in conjunction <br />with an additional reclamation project. This recent work indicated <br />that the previous modelling was in error. The culvert which was <br />installed by Harrison-Western was undersized according to DMG's <br />most recent calculations. The undersized culvert did in fact <br />result in some on-the-ground problems during a large storm event <br />last year. <br />Earlier this year, the DMG entered into agreements with The Corley <br />Company and Harrison-Western Corporation regarding Harrison- <br />Western's release of liability at the West Pit. One of the <br />conditions of that release was that Harrison-Western provide <br />$18,500 for completion of reclamation work, including drainage <br />improvements in the area of the culvert discussed above. The <br />agreement states that, "The Division has determined that the actual <br />cost of completing reclamation of the area covered by the Harrison <br />performance bond will not exceed eighteen thousand five hundred <br />dollars ($18,500.00)". <br />
