' Mid-Term Permit Review - 6 - March 25, 1986 <br />strata handling plan, actual rates of fertilizer applied, <br />actual seeding rates, etc. should be included in this <br />discussion. Questions which should be addressed include: was <br />the overburden ripped or scarified before topsoil placement; <br />was an underdrain established beneath the scoria pit; were all <br />coal fines removed from the loadout and properly buried in the <br />pit; have shrubs been planted in swale and upland areas; etc. <br />d) The statement pertaining to rill & gully repair in the acid <br />and toxic materials section should be changed to reference the <br />"Rill & Gully Plan". <br />e) The Rill & Gully Plan must be incorporated into the permit <br />application. <br />f) Reclamation cost estimates should be revised to reflect the <br />actual amount bonded for when the permit was approved. <br />g) A series of revised pages, dated January 10, 1983 have been <br />inserted at the end of this section. The pages appear to be <br />revisions of the facilities descriptions and gas line slide, <br />which belong in Section 2.05.2. Please tell us how to address <br />these pages in the revised application. <br />Section 2.05.6 - This section would be a good place to incorporate the <br />"Meadows Monitoring Plan", and present the comprehensive <br />monitoring requirements for the Mine. This should include: <br />1> Specific vegetation monitoring (revised); <br />2> Hydrology monitoring (as per recent technical <br />revisions); <br />3> Haul road and structure monitoring; and, <br />4) Backfill stability monitoring. <br />The monitoring plan (and forms) submitted in July 1985 is <br />acceptable with the following comments. <br />1> Delete all reference to future reductions in <br />monitoring (i.e. hydrology) <br />2> Update NPDES requirements. <br />3> Include backfill stability monitoring monthly, with <br />inspection performed by a qualified engineer semi- <br />annually. <br />4) Change the form to include backfill stability. <br />The semi-annual report should include copies of these monthly <br />field forms. One of the months inspection in each report <br />should be accompanied by a certification statement which <br />includes the inspectors credentials, methodology, and <br />
