Mid-Term Permit Review - 2 - March 25, 1986 <br />Mid-Term Review <br />Meadows No. 1 Mine <br />I. Introduction <br />This document presents the results of the Division's mid-term review of the <br />Meadows Mine. This mid-term review was conducted to fulfill the requirements <br />of Rule 2.08.3, 2.06.2(9), 2.06.3(4), 2.06.5(3), 2.06.7(5) and 3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, <br />prior to its mid-term (2 1/2 years). Based on this review, for good cause <br />shown, the Division may require reasonable revision or modification of the <br />permit provisions to ensure compliance with the Act and Regulations. <br />Rules 2.06.2, 3 and 5 requires that experimental practices, mountain top <br />removal variances, variances from AOC, and variances from contemporaneous <br />reclamation be reviewed by the Division where applicable. The Meadows No. 1 <br />Mine permit does not have any operations under these categories. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and <br />the terms of acceptance of the bond every 2 1/2 years. <br />The mid-term review consisted of a detailed review of the Meadows No. 1 Mine <br />Permit. The Division also reviewed subsequent revisions and stipulation <br />responses to ensure that all permit commitments and conditions were being <br />followed. Hydrologic monitoring data was reviewed in conjunction with the <br />review of the application to assess the adequacy of the monitoring plan and <br />discussion of hydrologic impacts. <br />This document is organized as follows: Section II outlines general formatting <br />problems and formatting procedures which should be followed during the <br />updating of the permit application; Section III discusses specific questions <br />or updating requirements on a section by section basis, following the <br />organization of the permit application; Section IV discusses updating <br />requirements for maps; Section V discusses the bond format and amount; <br />Section VI is a summary of revisions and submittals which Sun Coal must <br />incorporate into the permit application; and Section VII is a summary of the <br />Stipulation commitments which must be incorporated into the permit <br />application. Many of the items listed in Sections VI and VII will have <br />previously been discussed in Section II. <br />II. General <br />Format of Application - The Division finds that the format of the <br />Meadows Permit Application does not facilitate review, nor does it <br />include current information as reflected by revisions to the <br />application. The following changes must he made to the application. <br />a. Pages mw t be numbered in the application.
