Mid-Term Permit Review - 2 - March 25, 1986 Mid-Term Review Meadows No. 1 Mine I. Introduction This document presents the results of the Division's mid-term review of the Meadows Mine. This mid-term review was conducted to fulfill the requirements of Rule 2.08.3, 2.06.2(9), 2.06.3(4), 2.06.5(3), 2.06.7(5) and 3.02.2(4). Rule 2.08.3 requires that the Division conduct a review of each permit issued, prior to its mid-term (2 1/2 years). Based on this review, for good cause shown, the Division may require reasonable revision or modification of the permit provisions to ensure compliance with the Act and Regulations. Rules 2.06.2, 3 and 5 requires that experimental practices, mountain top removal variances, variances from AOC, and variances from contemporaneous reclamation be reviewed by the Division where applicable. The Meadows No. 1 Mine permit does not have any operations under these categories. Rule 3.02.2(4) requires that the Division review the amount of the bond and the terms of acceptance of the bond every 2 1/2 years. The mid-term review consisted of a detailed review of the Meadows No. 1 Mine Permit. The Division also reviewed subsequent revisions and stipulation responses to ensure that all permit commitments and conditions were being followed. Hydrologic monitoring data was reviewed in conjunction with the review of the application to assess the adequacy of the monitoring plan and discussion of hydrologic impacts. This document is organized as follows: Section II outlines general formatting problems and formatting procedures which should be followed during the updating of the permit application; Section III discusses specific questions or updating requirements on a section by section basis, following the organization of the permit application; Section IV discusses updating requirements for maps; Section V discusses the bond format and amount; Section VI is a summary of revisions and submittals which Sun Coal must incorporate into the permit application; and Section VII is a summary of the Stipulation commitments which must be incorporated into the permit application. Many of the items listed in Sections VI and VII will have previously been discussed in Section II. II. General Format of Application - The Division finds that the format of the Meadows Permit Application does not facilitate review, nor does it include current information as reflected by revisions to the application. The following changes must he made to the application. a. Pages mw t be numbered in the application. The numbers should run from 1 - (end) consecutively through the entire application.
