Dear Ms. Crosby:
Please let this letter serve as Notice of Intent under Rule 3.1.5 (9) that the Alpine
Rock site (Regular 112 operation permit no. M-1993-035) will receive imported
clean inert structural fill, topsoil, and/or plant growth medium.
In an initial phase, imported materials will be generated off-site, with the initial
material coming from excavation activities related to construction in Muggins
Gulch directly north of M-1993-035. In addition, the operator has or will have
other local prospects for topsoil from off-site areas throughout the region and
desires to apply this local resource to fulfill the reclamation plan. Please note that
the intent of this proposal is not to permit M-1993-035 as a dumpsite for solid
waste. However, there is a need to make soli amendments available in the form
of clean topsoil and/or plant growth medium generated outside of the approved
permit area due to lack of viable resources in the immediate area. Other
structural fill may be used to produce suitable slopes and similar reclamation
objectives. The importation of material is appropriate to fulfill the requirements of
the reclamation plan to return the site to wildlife habitat/rangeland and will
provide the operator an additional source of funding to achieve the overall goals
of the reclamation plan.
In accordance with the requirements of Rule 3.1.5, the following is provided for
your information and review. Each letter noted below corresponds to the
equivalent subpart of Rule 3.1.5 (9).
(a) Description of the Approximate Location of the Proposed Activity.
Topsoil and plant growth medium will initially be generated in Muggins Gulch
directly north of M-1993-035. This material will be used on the Western half of
M-1993-035. Specifically, immediately east and west of Tiger Run Road as
