M-1993-035) will receive imported <br />clean inert structural fill, topsoil, and/or plant growth medium. <br />In an initial phase, imported materials will be generated off-site, with the initial <br />material coming from excavation activities related to construction in Muggins <br />Gulch directly north of M-1993-035. In addition, the operator has or will have <br />other local prospects for topsoil from off-site areas throughout the region and <br />desires to apply this local resource to fulfill the reclamation plan. Please note that <br />the intent of this proposal is not to permit M-1993-035 as a dumpsite for solid <br />waste. However, there is a need to make soli amendments available in the form <br />of clean topsoil and/or plant growth medium generated outside of the approved <br />permit area due to lack of viable resources in the immediate area. Other <br />structural fill may be used to produce suitable slopes and similar reclamation <br />objectives. The importation of material is appropriate to fulfill the requirements of <br />the reclamation plan to return the site to wildlife habitat/rangeland and will <br />provide the operator an additional source of funding to achieve the overall goals <br />of the reclamation plan. <br />In accordance with the requirements of Rule 3.1.5, the following is provided for <br />your information and review. Each letter noted below corresponds to the <br />equivalent subpart of Rule 3.1.5 (9). <br />(a) Description of the Approximate Location of the Proposed Activity. <br />Topsoil and plant growth medium will initially be generated in Muggins Gulch <br />directly north of M-1993-035. This material will be used on the Western half of <br />M-1993-035. Specifically, immediately east and west of Tiger Run Road as <br />needed to reclaim mined areas.
