Please indicate what the disposition of the ditch below (to the <br />west of) the junction of haul roads A and F will be. <br />m. Please provide as-built engineering designs of the check dams <br />installed in the three permanent drainage channels on site. Two of <br />these drainage channels are above (to the south of) Sediment Pond <br />002 (the Wadge impoundment) while one is above (to the north of) <br />Sediment Pond 004. The Division appreciates Peabody's commitment <br />to reduce erosion in these areas through the use of check dams. <br />However, we require these as-built designs so the PAP will comply <br />with Rules 4.05.3 (for the dams above Pond 004), 4.05.4 (for the <br />dams above Pond 002), and 4.05.5 for all check dams. <br />3. Topsoil stockpiles X and T have been isolated from equipment access by <br />live tops oiling and revegetation activities. Therefore, there is no <br />permitted access to these stockpiles. Please address where access roads <br />will be and when and where these stockpiles will be used for reclamation. <br />4. Please submit a topsoil redistribution plan map that will comply with <br />Rule 2.05(4)(d). <br />5. The Division believes that the deadline date for rill and gully repair <br />(by July 1 of each year) is unrealistic given that normal seeding <br />activities occur in the fall. Please modify the deadline date to one <br />that will coincide with normal fall seeding activities. <br />6. The change of Wadge Pit orientation because of the 1989 highwall collapse <br />has changed the mine plan slightly. Peaoody needs to update Tabs 12 and <br />13 appropriately to reflect this change in pit sequence and orientation. <br />7. The review of Tab 13 brought several issues to light as follows: <br />a. Pages 13-28 and 13-29 make general reference to Peabody's <br />commitment to control noxious weeds. Please revise these <br />pages to reference appendix 13-5. <br />b. Page 13-65 is not complete. The beginning of the discussion <br />of cover data collection could not be located. Peabody needs <br />to revise this pane to include the complete discussion. <br />c. Pages 13-9 a, b, and care out of order. The discussion on <br />these panes should be relocated to begin after the first line <br />of page 13-10. <br />d. While Peabody correctly noted that seeding of alfalfa <br />(Pledicaoo falcata) is beneficial on topsoil stockpiles <br />because of its nitrogen fixing capabilities, the Division <br />believes that seeding at a rate of 0.5 PLS/acre is <br />excessive. The rate of seeding alfalfa on reclaimed areas <br />has been reduced from 0.50 PLS/acre to 0.25 PLS/acre. A <br />danger exists that alfalfa will dominate revegetation on <br />topsoil stockpiles and will contribute seed that will <br />germinate when topsoil is spread on reclaimed areas. <br />e. Please submit the Annual Reclamation Report for Seneca II. <br />
