1. INTRODUCTION <br />Purpose of this document <br />This document presents the findings of compliance and the proposed decision of the Colorado <br />Division of iv[inerals and Geology ("Division") for a Phase II partial bond release at the Trapper <br />ivline. The Division file number is C-8l -01 U. These findings and the decision are made in response <br />to a request for the release of a reclamation bond at the Trapper Mine. The bond release request was <br />submitted to the Division by the operator of the mine, Trapper iVlinine Inc. (`'Trapper"). Trapper <br />holds a state permit for conducting coal minim and reclamation operations at the mine. The Stale <br />holds a reclamation bond from Trapper. <br />Contents of this document <br />This document contains the following four parts: 1) procedures and summary of the bond release <br />process; 2) criteria and schedule for bond release; 3) observations and fndings of the Division <br />regazding compliance with the bond release requirements of the Colorado Surface Coal Mining <br />Reclamation Act ("Act") and regulations promulgated thereunder; and 4) the Division's proposed <br />decision on the request for bond release. <br />Background information sources <br />Detailed information about the bond release review process can be found in the Act and the <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining ("Regulations")and <br />in Cttideline Reeardine Selected Coal Mine Bond Release Issues, dated April 18, 199. All <br />"Sections" referenced within this document are contained within the Regulations. Detailed <br />information about mining and reclamation operations at the Trapper Mine can be found in the <br />mining permit applicationon file at the Divisionoffices, located at 1313 Sherman Street, Room 21>, <br />in Denver, Colorado. <br />Location of Trapper Iytine <br />The mine is located in Moffat County, approximately 6.5 miles south of Craig, Colorado. The mine <br />azea is located on the following lands: portions of Sections ~ and 6 of TSN, R90W; portions of <br />Sections 1, 4 and 5 and all of Sections 2 and 3 of TAN, R91 W; portions of Sections 30 and 32 and <br />all of Section 31 of T6N, R90W; and portions of Sections 21, 2~, 26, 27, 28, 29 and 32 and all of <br />Sections 33, 34, 35 and 36 of T6N, R9l W. <br />Land and coal ownership at the Traaaer iyline <br />The Trapper Mine is a surface coal mine. The lands for which bond release have been requested are <br />private and state owned. Ownership of the coal that was mined from the bond release area was <br />private, state, federal and county. <br />Lands included_in the bond release request <br />Trapper's Phase II bond release request covers 1 X48.0 acres in nine blocks, as shown on iVlap 2.0 <br />of the bond release submittal package.
